Section 31(2) in The Port Of New Mangalore Rules, 1976
(2)Ashes, cinders, dust and rubbish shall be landed on the quay in such places as may be directed by the Traffic Manager and the Master, owner or the stevedores, as the case may be, remove them from such place.
