Section 13(1) in The National Welfare board for Seafarers Rules, 1963
(1)Notice of the place and the date and time of each meeting shall be sent to the members at least fifteen days before the date of the meeting;Provided that a shorter notice may be given in cases where, in the opinion of the Chairman, the meeting has to take place urgently.
