Section 49(2) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(2)The Block Development Officer whose services have for the time being been placed at the disposal of Kshettra Panchayat shall be the Khand Vikas Adhikari of the Kshettra Panchayat.
