Section 63(b) in Haryana Municipal Corporation Election Rules, 1994
(b)If, after consolidating the result in Form 8, a tie is found to exist between the candidates, and the addition of one vote will entitle any of those candidates to be declared elected, the Returning Officer shall forthwith decide between those candidates by lot, and the candidate on whom the lot falls shall be considered to have received an additional vote and shall be declared to be duly elected.
