Section 95(1) in The Punjab Town Improvement Trust Rules, 1939
(1)The Chairman shall, at a special meeting to be held in the month of February in each year, lay before the Trust an estimate of the income and expenditure of Trust for the year commencing on the first day of April then next ensuring, in such detail and form as the Trust shall from time to time direct.
