Section 44 in The Assam Administrative Tribunal Regulations, 1977
44. Constitution of Benches.
(1)The Chairman or in his absence, the manager to be nominated by him, may, by special or general order, direct the constitution of Bench or Benches comprising of two or more members.(2)All appeals shall normally be head by a Division Bench :Provided that if the Chairman be of the opinion that an appeal involves a substantial question of law, he may refer the appeal for hearing by a Full Bench.
