Section 11(1) in The West Bengal Universities and Colleges (Administration and Regulation) Act, 2017
(1)Every teacher, librarian and non-teaching employee of a college, other than colleges run by minorities, may, once in a life time of his service apply for mutual transfer or transfer of his own seeking in any other college within the State in such manner as may be prescribed.
