Section 4(2) in The Orissa Boiler Operation Engineers' Rules, 2000
(2)No person who does not possess a Second Class Certificate of proficiency as Boiler Operation Engineers under these rules shall be deemed a fit and proper person to hold charge of a boiler or boilers exceeding the limits laid down in sub-rule (2) of Rule 3.
