Section 6(b) in The Port Rules for the Port Of Visakhapatnam
(b)No ballast, earth, ashes, stones, rubbish, waste material, filth, oil, ballast water containing oil and bilge water shall be thrown, discharged, placed, put, emptied or allowed to leak or flow or to fall from any vessel into any portion of the harbour without the special permission of the Port Conservator.
