Section 41(b) in Andhra Pradesh Municipal Councils/Nagar Panchayats (Conduct of Election) Rules, 1965
(b)The Polling Officer shall record the electoral roll, Part No. and Serial No. of the voter as entered in the marked copy of the electoral roll on the Counterfoil of the ballot paper and obtain his signature or thumb impression thereon.
