Section 27(2)(a) in Bihar Minerals (Concession, Prevention of Illegal Mining, Transportation & Storage) Rules, 2019

(a)The mineral concession holder shall not assign, sub-let, mortgage or in any other manner transfer the quarrying lease or any right, title or interest vested therein unless prior order of Collector has been obtained, to any other person.
