(2)Without prejudice to the generality of the foregoing power, such rules may provide for-(a)the manner and the form in which certificate may be forwarded to the Collector under sub-section (5) of Section 3:(b)collecting any information or statistics for the purposes of this Act;(c)the form and the manner in which any return shall be prepared and furnished:(d)the matters which are to be and may be prescribed.
