(3)Promotions to non-selection posts shall be made in accordance with strict seniority except-(a)where a senior does not possess the qualifications prescribed for holding the higher post and definitely proved to be incompetent to hold such post; or(b)where on account of his proved serious misconduct it is considered undesirable to promote him.
