Section 36(i) in The Bihar Forest Service Rules, 1953
(i)Selected Range Officers of Forest shall be considered for promotion under sub clause (i) of clause (b) of Rule 3 on the basis of merit-cum-seniority on the recommendation of the Departmental Promotion Committee with the concurrence of the Bihar Public Service Commission
