Section 4(1) in The East Punjab Molasses (Control) Act, 1948
(1)Save in accordance with a written permit issued by the Controller no person shall -(i)move molasses by road, rail, river, or other means, or(ia)[ store or preserve molasses] [Clause (ia) inserted by Punjab Act 9 of 1964, Section 4.], or,(ii)sell or otherwise dispose of molasses to any person licensed by the Government in this behalf.
