Section 4(1) in The Orissa Boiler Operation Engineers' Rules, 2000
(1)No person who does not possess a First Class Certificate of Proficiency as Boiler Operation Engineer under these rules shall be deemed a fit and proper person to hold charge of a boiler or boilers of Power Stations exceeding the limits laid down in sub-rule (1) of rule 3.
