Section 170(1) in The Indian Post Office Rules, 1933
(1)If the payee of a telegraphic foreign money order, received for payment in India cannot be found, or if the payee refuses to take payment, a telegraphic reference shall be made to the office of issue in order to obtain instructions from the remitter regarding the disposal of the money order.
