Section 11 in The Merchant Shipping (Prevention of Pollution by Oil from Ships) Rules, 2010

11. Port State control on operational requirements.

(1)During inspection of a foreign ship in Indian port in accordance with the provisions of these rules and section 356G of the Act, the surveyor,or as the case may be, any other person authorised thereunder, has clear grounds to believe that the master or crew of that ship are not familiar with operational requirements and procedures relating to the prevention of pollution by oil, the Director-General or any officer authorised by him, shall, on the recommendation of the surveyor or the authorised person, take such steps as provided in section 356H.
(2)Nothing in this rule shall be construed to limit the rights and obligations of the Central Government carrying out control over operational requirements specifically provided for in the Convention.Chapter - III Requirements for Machinery Spaces of all ShipsPart - A Construction
