11:30 hrs. FELICITATIONS TO THE SPEAKER Title: Felicitations to Shri Somnath Chatterjee on his election as the Speaker of Fourteenth Lok Sabha.

THE PRIME MINISTER (DR. MANMOHAN SINGH): Mr. Speaker Sir, Pandit Jawaharlal Nehru once said that in affairs of the State, one should be full of sentiments but never be sentimental. You will forgive me for being somewhat sentimental on this occasion.

Some 50 years ago, when I graduated from my college, your illustrious father presided over the Convocation where I got the degree and today, Sir, when I am going to assume a new office, you are in this illustrious Chair as our guide, friend and philosopher.

Sir, it is a privilege for me to congratulate you and felicitate you on behalf of our Party and on my own behalf on your unanimous election as Speaker of this august House.

You, Mr. Speaker Sir, have been an illustrious Member of this august House for over three decades. The Members of the House, quite correctly, showed their appreciation of your vast contribution to the proceedings by conferring on you the Outstanding Parliamentarian Award some years ago, and now by unanimously electing you to this august House as Speaker.

Sir, your life and work as a parliamentarian have been a source of tremendous inspiration for many of us. Like you, I have always believed that politics has to be used as an instrument of social change. To realise this vision, heavy responsibility rests on the Members of this august House and Sir, in you, we have a wise shepherd to guide us. The Members of my party and of the United Progressive Alliance will be with you in your endeavour to improve the quality of debate, discussion and the content of the legislative outcome of our proceedings.

Mr. Speaker Sir, this House reflects the diversity of our vast and plural nation and debates here do reflect the diversity of opinion in our democracy. However, the manner in which our proceedings are conducted and the effectiveness with which we use the time at our disposal to redeem our pledge to the people determine how effectively we can contribute to the holy endeavour of nation building.

Sir, given your wisdom, given your commitment to our Republic and its ideals, I am sure you will conduct the proceedings of the House in the highest traditions of our great democracy. I assure you, Sir, of my fullest cooperation and indeed of our Alliance and of our Party. I sincerely wish you well, Mr. Speaker Sir, in your responsibility to make the best use of the time at our disposal so that we can deliver on our promises, lighting a lamp in the lives of our people, particularly, the deprived sections of our community. We are committed to taking our nation forward as a modern, progressive, open, secular and liberal democracy and a just society.

Under your guidance, Sir, this House will not disappoint the nation. I sincerely hope that our deliberations will be characterised by reason, compassion and a deep commitment to both efficiency and equity in the processes of governance. We have, Sir, to recapture the high noon of idealism, which inspired our freedom struggle. This idealism is best captured by Rabindra Nath Tagore’s famous Poem, and I shall conclude with the prayer that under your distinguished guidance, in our deliberations we live up to the high ideals embodied in that poem:

"Where the mind is without fear, and the head is held high;

Where knowledge is free;

Where the world has not been broken up into fragments by narrow domestic walls;

Where words come out from the depth of truth;

Where tireless striving stretches its arms towards perfection;

Where the clear stream of reason has not lost its way into the dreary desert sand of dead habit;

Where the mind is led forward by thee into ever-widening thought and action— Into that heaven of freedom, my Father, let my country awake."I congratulate you, Sir, once again on this occasion.

THE MINISTER OF DEFENCE (SHRI PRANAB MUKHERJEE): Mr. Speaker Sir, I join the Prime Minister in congratulating you on your unanimous election to this august office.

Sir, the first Lok Sabha Sabha, under the new Constitution, had the privilege of having your illustrious father as a Member of this House. Since 1971, you are Member of this House and you have contributed very effectively in the deliberations of the House. Your recognition as one of the outstanding parliamentarians, keeping in view your contributions, speaks the quality of your mind and heart.

Sir, today you have joined the line of illustrious predecessors starting from Shri Vithalbhai Patel to Shri Mavalankar and many others who have not only raised the status of this office but also upheld the dignity, prestige and honour of our Sovereign, Democratic Republic.

Sir, this high-domed hall has witnessed many histories. Even long before Independence our legislatures asserted for autonomy. If I remember correctly, in 1924, a question arose about the independence of the Central Legislative Assembly as it was called then, and then under the inspiration of the then Speaker, Shri Motilal Nehru, as leader of the Swaraj Party, moved the Motion that let the establishment of the Central Legislative Assembly be placed under the control of the Speaker, not under the control of the Executive. And since then, we have maintained this tradition. As the hon. Prime Minister has very correctly pointed out, you would be the custodian, you will guide us; and we do hope that with your experience and vast knowledge of the Constitution, you will uphold the right of this House of having control on money and finance. Not a single paisa can be withdrawn from the Consolidated Fund without the approval of this House. Not a single penny can be spent. But, unfortunately, in our preoccupation on other matters, this aspect has been lost sight of. I remember when our budgetary transactions did not cross four figure, when our First Five Year Plan was in the order of Rs.2000 crore, Parliament used to, especially Lok Sabha Sabha, spend more than two-thirds of its time on money and finance. And when the budgetary transaction has crossed more than four lakh crores of rupees, hardly we have any time to ponder, to scrutinise it. I do hope that under your guidance, Parliament will assert its authority over Executive and surely the debate and deliberations of this House will inspire the new generation which has come.

Thank you Mr. Speaker Sir and once again my heartiest congratulations.

श्री लाल कृष्ण आडवाणी (गांधीनगर):सर्वसम्मति से इस सदन द्वारा निर्वाचित चौदहवीं लोक सभा के नये अध्यक्ष महोदय, अपनी ओर से, अपने दल की ओर से, विपक्ष की ओर से, एनडीए की ओर से, मैं आपका बहुत-बहुत अभिनंदन करता हूं। मेरे वरिष्ठ सहयोगी श्री वाजपेयी जी की भांति, मेरा-आपका इस लोक सभा में संबंध बहुत पुराना नहीं है क्योंकि मेरे संसदीय जीवन का आधा हिस्सा राज्य सभा में बीता है। लेकिन इस समय मुझे स्मरण आता है कि कितनी सारी संयुक्त समतियां थी जिनमें आपकी प्रतिभा, आपकी अध्ययनशीलता, आपकी कर्मठता और आपकी देश का भला करने की इच्छा का परिचय मिला था। आपको स्मरण होगा कि जितनी भी समतियां चुनाव सुधार के संबंध में बनी थीं, उन सब में आप भी रहे हैं, मैं भी रहा हूं और अधिकांश में वाजपेयी जी भी रहे हैं। हम सब ने मिलकर कोशिश की कि लोकतंत्र अधिक स्वस्थ हो और इस द्ृष्टि से चुनाव कानून में सही प्रकार का सुधार हो। अभी-अभी प्रणव मुखर्जी जी ने सन् १९२४ का श्री विट्ठल भाई पटेल जी का स्मरण दिलाया। वह बात बहुत प्रसिद्ध और ऐतिहासिक है। मुझे याद आता है उस समय सेंट्रल लैजिस्लेटिव असेम्बली इस सदन में नहीं थी। यह सदन बना भी नहीं था। जहां आज दिल्ली की विधान सभा है वहां सेंट्रल लैजिस्लेटिव असेम्बली का चैम्बर हुआ करता था। उसी चैम्बर में जब महानगर परिषद बनी थी मैट्रोपोलिटन कौंसिल का अधिवेशन वहां हुआ था। अपने सार्वजनिक जीवन में अगर मैंने सबसे पहले कोई जवाबदेही सम्भाली थी तो वह महानगर परिषद् के अध्यक्ष के रूप में थी। सबसे बड़े फोरम की जैसे जवाबदारी आपकी है उस छोटे से फोरम में मेरी जवाबदारी थी। तब मैंने अध्यक्ष के रूप में उसकी भूमिका क्या होनी चाहिए और उसको क्या-क्या करना चाहिए, उसको पढ़ने और जानने की कोशिश की थी। मैं कह सकता हूं कि आपमें जो योग्यता है, जो प्रतिभा है, वह निश्चित रूप से इसके लिए बहुत उपयोगी होगी। इसी सदन में पिछले चार-पांच सालों में हमने बालयोगी जी को देखा, मनोहर जोशी जी को देखा और सब लोगों ने मिलकर उनको चुना था। लेकिन तब में और आज में एक अंतर है। इसके लिए मैं वाजपेयी जी को श्रेय दूंगा। आज विपक्ष ने भी आपके नाम का प्रस्ताव किया है। पहले शायद यह नहीं हो सका। मैं मानता हूं कि विचारधाराएं अलग-अलग होते हुए भी, हम किसी विचारधारा को, कम से कम कुछ मामलों में अस्पृश्य न मानें तो उपयुक्त होगा। मैं स्वयं इस बात को मानता हूं कि विचारधारा के बारे में अपने विचार प्रकट करने के अवसर बहुत सारे आते हैं लेकिन स्पीकर जैसे पद के चुनाव के लिए अगर कोई स्थिति आती है तो उसमें विचारधारा के मतभेदों को बीच में नहीं आने देना चाहिए और जिस प्रकार से वाजपेयी जी ने प्रस्ताव किया, उसी प्रकार से प्रस्ताव हो और सर्वसम्मति से आपका चयन हो, यह बहुत ही श्रेष्ठ है, बहुत खुशी की बात है। मैं उन दिनों को याद करता हूं जब मैं स्वयं इस प्रकार के पद पर था। तब मैंने दो विशेष वाक्य पढ़े थे। एक वाक्य था द्भ ‘The Speaker of the House ironically is the Member who speaks the least.’ The other thing is that so far as the Opposition is concerned, the Speaker always ensures that the Opposition has its say because, after all, he knows that the Government with its majority would always have its way. Therefore, it is the duty of the Speaker to ensure that the Opposition has its say. ह्मैंने अपने समय में कोशिश की थी। मुझे विश्वास है कि आपकी जैसी प्रकृति है, आपका जैसा स्वभाव है, उसमें यह जरूर होगा। मैं आपको इस नए दायित्व के लिए बहुत-बहुत बधाई देता हूं।

SHRIMATI SONIA GANDHI (RAEBARELI) : Let me add a few words of greetings to the newly elected hon. Speaker Shri Somnath Chatterjee.

Somnathji’s Parliamentary skills have been widely recognised and justly applauded. His legal acumen has been much appreciated and, if I may say so, also rewarded. But today I also greet another Somnathji, a much respected colleague whose counsel my party and I have sought and valued.

In honouring him this morning, we are reaffirming our deep and abiding faith in the best tradition of India in her diversity and in her plurality. The election that brought all of us to this House has one overriding message and that message is that the people of our country have rejected the politics of divisiveness. In many ways, the multi-faceted personality of Somnathji reflects that verdict. He is a thoroughly modern man steeped in tradition, a person rooted in ideology but wedded to pragmatism. He combines an unwavering commitment to certain basic principles with a rare ability to reach across the political divide and make good friends. Somnathji has an unflinching commitment to the liberal values of Indian culture, yet is always open to debate and discussion with those who do not share his passion for those values. In honouring him today, we honour one who has graced this House for over three decades with his erudition, his wit, his vast learning and experience.

Somnathji has elevated the proceedings and deliberations of this august House. As a Speaker, he would, I suppose, have to speak less and listen more. We would miss his debates but our political life would be, I am sure, immeasurably enhanced with him in his new role.

On my behalf and on behalf of my party, I wish to assure him of our fullest co-operation at all times, both in the House and in his Chambers where much of Parliamentary business gets transacted. We know that he would be fair. We know that his rulings would always be reasoned and measured and his decisions would always be taken in the national interest.

Mr. Speaker, Sir, this marks a new innings in your long and distinguished career. We wish you all the very best.

श्री अटल बिहारी वाजपेयी (लखनऊ) : अध्यक्ष महोदय, आज आप सदन के सम्मानित सदस्यों की श्रेणी से हट कर अध्यक्ष पद पर विराजमान हैं। हमारी शुभकामनाएं आपके साथ हैं।

आप सदस्य के नाते अपने दायित्व का भली-भांति निर्वाह करते रहे हैं। सत्ता पक्ष पर, जहां अंकुश लगाना ज़रूरी होता था, आप उसमें भी चूकते नहीं थे और संसद की मर्यादा को कायम रखते हुये आप अपने विचारों का प्रगटीकरण करते थे। आज, जबकि संसद बहुदलीय हो गई है, इस बात की आवश्यकता बढ़ गई है कि अध्यक्ष के पद पर विराजमान व्यक्ति निष्पक्षता से काम ले, सदन का सही दिशा में संचालन करे और सदन की भी यह जिम्मेदारी है कि वह आपको पूरा सहयोग देकर सदन को ठीक तरह से चलाने में सहायक हो।

अध्यक्ष महोदय, कुछ दिनों से सदन में ऐसी प्रवृत्तियां दिखाई देने लगी हैं जिनको रोकना ज़रूरी है। मैं नहीं समझता कि आपके ज़माने में फिर से कोई ऐसा मौका आयेगा कि किसी सदस्य को इस स्थान से हटकर कूएं में कूदना पड़ेगा। कूएं में कूदने की आवश्यकता नहीं पड़नी चाहिये क्योंकि आप उससे पहले ही यह समझकर कि वह कूएं में कूदने वाला है, ऐसा उपाय करेंगे जिससे कि इस शस्त्र का उपयोग करने की आवश्यकता ही न पड़े। यह सौ करोड़ का देश है। जिस तरह हमने चुनावों का संचालन किया है, जिस तरह हम लोकतंत्र के अंतर्गत अपना शासन चला रहे हैं, वह संसार के लिये एक उदाहरण है। हम भी उसमें एक उदाहरण बनकर अपनी भूमिका निभायें, इस बात की आवश्यकता है।

अध्यक्ष महोदय, सदस्य के नाते आप बहुत बोल लेते थे, अब थोडा कम बोलना पड़ेगा। बोलपुर से आप निर्वाचित हुये हैं, बोलकर काम नहीं चलेगा, चुप रहने से काम चलेगा।

SHRI BASUDEB ACHARIA (BANKURA): Mr. Speaker, Sir, on my behalf and on behalf of the entire Left Group, I congratulate and felicitate you on your assumption of this high office.

I have not seen during my 24 years in this House that a Speaker was elected with an overwhelming support from the entire House. For the first time I have seen such an overwhelming support that you have received from all sections of this House.

We are delighted to see that such an eminent parliamentarian like you, with a very long experience of Parliament, has now been elevated to this high position. It has been done unanimously which demonstrates that the Indian democracy has matured, which is now reflected in the recent Lok Sabha Sabha elections.

Sir, we are doubly happy and proud on this solemn occasion because you are the leader of my Party and one of the top leaders of Left Front. We have seen how you had sincerely tried to unite, when you were in the Opposition, all the Parties belonging to the Opposition and the secular forces of our country. You took the lead to unite all the political parties believing in secularism.

Sir, it goes without saying that you will be very successful in running the House and listening to and giving opportunities to all sections of the House, not only the leader of the CPI(M) but to all, not only to leaders but to all Members of the House. Sir, this time majority of the Members are new. Most of them have come for the first time to this House. We have seen also how you always tried to uphold the dignity and decorum of this House. With your elevation to the post of Speaker, we sincerely hope that the decorum and dignity of the House which has deteriorated in the last several years, can be lifted under your guidance and under your leadership.

Sir, you have excellent ingredients in your personality to present to our countrymen and the outside world also that the people’s representatives have been functioning in most responsible and befitting manner which is now necessary. What we have seen in the past is that there are burning issues and problems which the people of our country are facing. We have poverty, we have unemployment, and we have starvation deaths in our country. We, the representatives of the people, should get the opportunity to ventilate the grievances. … (Interruptions)

MR. SPEAKER : It seems I will have to start with controlling the leader of the CPI(M) first. Please try to conclude.

SHRI BASUDEB ACHARIA : Sir, with your elevation to this high office, we have lost a great speaker and a leader outside. I wish you all success and I assure you all cooperation, fullest cooperation from the entire Left Group. Thank you.

12:00 hrs. प्रो. राम गोपाल यादव (सम्भल) : महोदय, सर्वसम्मति से लोक सभा का अध्यक्ष चुनने पर मैं अपनी ओर से तथा समाजवादी पार्टी की ओर से आपका स्वागत करता हूं और आपको बधाई देता हूं।

श्रीमन्, आपका लम्बा, बेदाग और यशस्वी संसदीय जीवन रहा है। जिस पद पर आप पहुंचे हैं उसका एवोल्यूशन, ब्रटिश हाउस आफ कॉमन्स से लेकर अब तक का एक बहुत ही इंटरेस्िंटग इतिहास रहा है। कभी राजा की तरफ से संसद सदस्यों से बात कहना और बाद में संसद सदस्यों की तरफ से राजा से बात कहना, इसीलिए इस पद का नाम स्पीकर पड़ा है और आज हमने भी उसे एडॉप्ट किया है। लेकिन वे अलग परिस्थितियां थीं जिनमें किस तरह से लीडर आफ दि अपोजीशन और लीडर आफ दि हाउस, स्पीकर को उस पद तक ले जाते थे। उसका इतिहास बहुत ही इंटरैस्िंटग रहा है। ऐसा उस वक्त हुआ करता था कि निरंकुश राजा कभी-कभी स्पीकर को जेल में डाल देता था या सर कटवा देता था। इसलिए उस पद पर जाने के लिए कोई तैयार नहीं होता था, जबरन ले जाया करते थे। वही आज बहुत सम्मान्जनक परम्परा हो गई है जिसमें स्पीकर आसन तक जाते हैं और उन्हें लीडर आफ दि हाउस तथा लीडर आफ दि अपोजीशन ले जाते हैं, ऐसा हो रहा है।

महोदय, मैं पहली बार लोक सभा में चुनकर आया हूं। १२ साल से मैं राज्य सभा का सदस्य था। राज्य सभा से कभी-कभी लॉबी में आकर आपका भाषण सुनने के लिए आया करता था। माननीय आडवाणी जी ने गृह मंत्री के रूप में एक हाईपावर्ड स्टेट फंडिंग कमेटी बनाई थी, उसमें मुझे आपके साथ रहने का अवसर मिला, जिसके अध्यक्ष माननीय स्व. इन्द्रजीत गुप्त थे।

महोदय, आप इस सदन को अपने पूर्ववर्ती यशस्वी स्पीकर्स की तरह चलाएंगे, इसमें दो राय नहीं हैं, लेकिन एक बात मैं अवश्य कहना चाहता हूं कि कई बार राष्ट्र-हित में, राज्य के हित में और संसद सदस्य, अपने क्षेत्र के हित में अपनी बात कहना चाहता है और तब भी कहना चाहता है जब आसन उसे अनुमति नहीं देता है। उस स्थिति में जब आसन की अवज्ञा भी यदि कोई संसद सदस्य करता है, तो संसद सदस्य के मन में स्पीकर के प्रति सम्मान में कभी कमी नहीं होती है। यह चीज हमेशा स्पीकर के मन में रहनी चाहिए और आपसे मेरी प्रार्थना है कि किसी संसद सदस्य को इस रूप में न लिया जाए कि वह मेरी अवज्ञा कर रहा है या मेरा अपमान कर रहा है। आप जैसे सीनियरमोस्ट व्यक्ति के बारे में सभी के मन में सम्मान रहेगा।

महोदय, ब्रटिश हाउस आफ कामन्स में जो परम्परा है कि "Once a Speaker, always Speaker"मुझे लगता है कि इस सदन में भी अब वह वक्त आ गया है जब बंगाल की जनता आने वाले दिनों में स्पीकर को निर्विरोध निर्वाचित कर के भेजे और इस परम्परा को नए सिरे से हिन्दुस्तान में पहली बार प्रारम्भ करने का अवसर मिलेगा।

महोदय, इस वक्त सिर्फ मेरी यही कामना है कि आप न केवल हिन्दुस्तान में, बल्कि दुनिया में यश फैलाएं। आपका यश तो पहले से ही दुनिया में फैला हुआ है और आपको एक बढि़या पार्लियामैंटेरियन के रूप में जाना जाता है, लेकिन मेरी कामना है कि जिस पद पर आज आप हैं उससे अगली सीढ़ी पर भी आप पहुंचें। इसी के साथ बहुत-बहुत धन्यवाद।

रेल मंत्री (श्री लालू प्रसाद):अध्यक्ष महोदय, मैं अपनी पार्टी की तरफ से और अपनी तरफ से आपके सर्वसम्मति से अध्यक्ष चुने जाने पर, आपका हार्दिक अभिनन्दन करता हूं और बधाइयां देता हूं।

महोदय, अत्यन्त प्रसन्नता इस बात की है कि आप मेरे पड़ोसी राज्य के हैं। जिस पार्टी से आप आते हैं। इस आसन पर बैठने के बाद आपकी वह पार्टी नहीं रही। अभी श्री बसुदेव आचार्य जी ने कहा कि आप उनकी पार्टी से हैं।

श्री बसुदेव आचार्य (बांकुरा): मैंने यह कहा था कि वे मेरी पार्टी से थे।

श्री लालू प्रसाद : नहीं आप"हैं"बोले,"थे"नहीं।

श्री बसुदेव आचार्य : मैंने कहा था ‘he was’ .

श्री लालू प्रसाद : ठीक है, अब आपने करैक्ट कर लिया है।

अध्यक्ष महोदय, जब आप प्रतिपक्ष में थे, हम लोग भी उसी तरफ थे और तब हम लोग धड़ल्ले से, सत्ता पक्ष की बुराई करते थे और उस पर हमला करते थे, प्रहार करते थे। अब आपको इस सदन का सर्वसम्मति से अध्यक्ष चुनकर भारतीय संसदीय लोकतंत्र ने एक मिसाल पेश की है। यह देश के लिए बहुत सुखद है।

महोदय, यह कोलिशन इरा है और भविष्य में भी कोलिशन रहेगा,संविद की सरकारें चलेगी, मैं कोई दूसरा विकल्प नहीं देखता हूं।

महोदय, इस देश में जटिल से जटिल समस्याएं हैं। हम आशा करते हैं कि आपके मार्गदर्शन में देश में जो गरीबी, गुरबत, तकलीफ और बेरोजगारी है, माननीय सदस्य इस गर्मी के माहौल में चुन कर आए हैं और आपके अध्यक्ष चुने जाने पर ज्यादा से ज्यादा लोगों ने प्रसन्नता जाहिर की है, हिन्दुस्तान की यह सबसे बड़ी पंचायत है, यह हाउस एक डेकोरम के साथ आपके निर्देशन में, देश की समस्याओं पर चर्चा करे, जो वंचित, गरीब, सताए हुए और माइनोरिटी के लोग हैं, उनके सवालों पर विशेष चर्चा इस सदन में हो, यह हम आशा करते हैं।

अंत में बिना समय का नुकसान किए हुए मैं आपको शुभकामना और बधाईयां देता हूं। पूर्व प्रधानमंत्री जी ने ठीक ही कहा है कि जब आप प्रतिपक्ष में थे तो तेज-तर्रार होकर बोलते थे, अब आपको कम बोलना पड़ेगा और मैं समझता हूं कि आपको बहुत भोगना भी पड़ेगा। मैं सभी पक्ष के लोगों से अपील करता हूं कि जिस भाषा में, जिन लोगों ने आपको सदन का सफल संचालन करने के लिए आश्वस्त किया है, अपने संकल्पों पर वे सब कायम रहेंगे। मैं आपको विश्वास दिलाता हूं कि मैं अपने दल की तरफ से पूरा सहयोग दूंगा और आपके मार्गदर्शन में हम लोग चलेंगे।

मान्यवर, अभी तक मैंने आपमें सबसे बड़ी विशेषता यह देखी है कि आपका व्यक्तिव्व हमेशा सब को साथ में लेकर चलने वाला रहा है, जोकि इस पद की गरिमा को बनाए रखने के लिए बहुत जरूरी है। दूसरे, आपका राजनीतिक प्लेटफार्म ऐसा रहा है कि आप आम लोगों की बुनियादी समस्याओं से जुड़े हुए हैं, इसलिए आप इस पद पर बैठ कर उनकी ओर ज्यादा ध्यान देंगे। इसके साथ-साथ मैं यह भी कहना चाहती हूं कि इस देश में जो वीकर सैक्शन के लोग हैं, खास तौर से अनुसूचित जाति, जनजाति, पिछड़ा वर्ग और धार्मिक अल्पसंख्यक समाज से संबंध रखने वाले जो सिख, मुस्लिम, ईसाई, पारसी और बुद्धिस्ट लोग हैं, इन लोगों की पापुलेशन इस देश में बहुत ज्यादा है। आज भी आजाद भारत में ये लोग वभिन्न समस्याओं से जूझ रहे हैं। जब इनके वेलफेयर या डेवलपमेंट के लिए कुछ इशूज़ पार्लियामेंट में आते हैं तो आप उनकी तरफ जरूर ध्यान देंगे और जब महत्वपूर्ण मुद्दे पार्लियामेंट में उठते हैं तो आप उसमें पर्सनल दिलचस्पी लेकर, इस पद पर बैठ कर, उनके हितों का जरूर ध्यान रखेंगे।

महोदय, इसके साथ-साथ मेरा आपसे यह भी कहना है कि इस सदन में कई न्यू एमपीज़ हैं, जो पहली बार चुन कर आए हैं, खास तौर से कुछ ऐसे भी छोटे दल हैं, जिनके दो-दो, तीन-तीन एम.पी. चुन कर आए हैं, उन्हें भी आप जरूर अपोरचुनिटी देंगे।

अंत में मैं आपको अपनी ओर से और पार्टी की ओर यह विश्वास दिलाती हूं कि इस हाउस को सुचारू रूप से चलाने के लिए एक डसिप्लिन्ड-वे में हमारी पार्टी हर प्रकार से आपको पूरा सहयोग देगी। आपको ऐसा नहीं लगेगा कि हमारी पार्टी की ओर से हाउस को चलाने में आपको कोई दिक्कत आ रही है। हम हर मामले में आपको पूरा सहयोग देंगे, लेकिन आपसे मेरी यह रिकवेस्ट है कि वीकर सैक्शन के हित में आप भी हमें पूरा कोआपरेट करेंगे। इन्हीं लफ्जों के साथ मैं आपको फिर से अध्यक्ष पद के निर्विरोध चुने जाने पर हार्दिक बधाई एवं मुबारकबाद देती हूं।

Karunanidhi, the President of the Dravida Munnetra Kazhagam, and the rank and file of the DMK Party, I express our felicitations and unstinted support to you, Sir, as you embark upon a new chapter in your distinguished political career as Hon. Speaker of the Fourteenth Lok Sabha.

Our founding fathers decided to adopt the parliamentary system of governance for our great nation. The Lok Sabha along with the Rajya Sabha occupies the pivotal position in our democratic set up. As democratically elected representatives, the Parliament provides us the sacred opportunity to highlight and find solutions for the problems of the common people, the peasants, the working class and the vulnerable sections of the society.

Since 1971, Sir, you have created a chequered history in the Indian Parliament during your long innings. In recognition of your immense and invaluable contributions towards strengthening of our parliamentary set up in its every aspect, you have been honoured with the Outstanding Parliamentarian Award in 1997.

Mr. Speaker, Sir, this august House and this great country knows very well that you have been a speaker for the downtrodden, the poorest of the poor, the exploited ones, the peasants, labourers and workers and all the toiling masses of the Indian society, which reverberated in this great House for many decades. In the real sense, you are the torch-bearer of the downtrodden.

With great pleasure and pride, I would like to once again compliment you, Sir, on your taking over as the hon. Speaker of the Fourteenth Lok Sabha.

श्री चन्द्रकांत खैरे : मराठी और बंगला में बहुत साम्यता है। मैं यह कहूंगा कि जैसे ही माननीय मनोहर जोशी जी ने यहां कार्यकाल संभाला, तब आपने उनको अच्छा समर्थन दिया। आप लगातार यह दसवीं बार लोक सभा देख रहे हैं, हममें से किसी की दूसरी, किसी की तीसरी, किसी की चौथी और किसी की पहली लोक सभा है, आपका इतना अनुभव है। इतना अनुभव देखने के बाद भी हम लोग वहां से बैठकर आपका भाषण सुनते थे कि सोमनाथ जी जब भाषण करेंगे तो हम सुनेंगे। सोमनाथ जी, मैं आपको इसलिए बधाई भी दूंगा कि आप जैसे व्यक्ति के यहां बैठने के बाद में भले ही आप यू.पी.ए. गवर्नमेंट के शामिल न होने के बाद में भी बाहर से सपोर्ट दिया है, इसलिए हमें आपसे बहुत बड़ी उम्मीद है। मैं यह कहूंगा कि जैसे बालासाहेब ठाकरे जी, शिवसेना प्रमुख ने, एन.डी.ए. में होने के बावजूद भी लेबर रिफार्म यहां नहीं आने दिया था, उस समय आपने भी और दादा आपने भी उसे सपोर्ट किया था। उसी तरह मैं आपसे यही कहूंगा और यही मांगूंगा कि आप भी यू.पी.ए. गवर्नमेंट में हैं। आदरणीय प्रधानमंत्री जी तो बहुत ज्ञानी हैं, वे कभी भी वह बिल ला सकते हैं, लेकिन आप उनको रोकेंगे, यह मुझे आपसे उम्मीद है। मैं आपसे यह कहूंगा कि बहुत बार मनोहर जोशी जी के साथ आपकी चर्चा होती थी तो हम भी उसे सुनते थे। पहले भी मावलंकर जी का यहां प्रभाव रहा है, उसके बाद यह परम्परा शुरू हो गई है, आदरणीय शिवराज जी पाटिल, संगमा जी, बालयोगी जी की जैसी परम्परा रही है, आप भी वैसी ही परम्परा चलाएंगे।

मैं शिवसेना की ओर से आपको बधाई देता हूं। आपने मुझे शपथ ग्रहण के समय कहा था कि ज्यादा गड़बड़ नहीं करना। माननीय श्री अटल बिहारी वाजपेयी जी ने भी कहा था कि कुएं में कूदने की नौबत कभी न आने देना। मैं आपसे यही कहूंगा कि जैसे सारे लोगों को न्याय मिलेगा वैसे ही हमको भी आपसे न्याय मिलता रहेगा। हिन्दुत्व वाली भूमिका निभाना आपके लिए बहुत मुश्किल है लेकिन जब हम उसे रखेंगे तब आप हमें समर्थन देना, यही मैं आपसे उम्मीद करता हूं। धन्यवाद।

SHRI BRAJA KISHORE TRIPATHY (PURI): Mr. Speaker, Sir, it is a great pleasure and privilege on my part to extend to you my warm welcome. On this auspicious occasion. I felicitate you on my own behalf and on behalf of my party, Biju Janata Dal.

Sir, in the past, you have been rightly rewarded as the Best Parliamentarian. You are not only one of the Best Parliamentarian of the time, you are also a leading legal luminary of the country. You have the expertise in interpreting the constitutional laws. In this interpretation, you have earned vast experience. You have vast experience in Parliament as a parliamentarian and also as a legal expert. You have the experience of practising law in the Apex Court, the Supreme Court of India. So, we have that advantage.

On the one hand you have the advantage of making laws in this apex Panchayat, in this Parliament; and on the other hand you have the experience of implementing the decisions and interpreting the same laws in the Supreme Court, the Apex Court. So, we, the Members, have the advantage of getting your judicious advice and your guidance in this august House.

Sir, I am extremely happy that you have been chosen as the Speaker of this House rightly and unanimously. I hope, you will maintain the high dignity and decorum of this House and you will also be able to strengthen the parliamentary democracy not only in our country but also the world over. We are sure, you will give a leading light to strengthen the parliamentary democracy.

Sir, I hope, your parliamentary career with vast experience and your entire devotion for the human lives and the common man will definitely help this august House to extend the best for the countrymen.

SHRI P.K. VASUDEVAN NAIR (THIRUVANANTHAPURAM): Mr. Speaker, Sir, on behalf of my party and myself, I have great pleasure in extending to you our hearty congratulations on this very happy occasion.

Sir, a person like you was normally not expected to occupy such a constitutional Chair in the old days. The fact that you are sitting in that Chair shows that the times are changing, that our political scenario is going through a big change. And, I hope, much bigger changes are coming. This is an indication, of that according to me.

Sir, this election has shown that millions of toiling people in this counry are in utter despair and they are feeling frustrated. After more than half a century of freedom, it is a pity that these millions of people are feeling like that. So, let us take note of that in all seriousness. I am happy that a person who can understand the aspirations of these toiling millions is occupying this Chair at this point of time.

Sir, I would like to say one more thing. Of course, there is no need to advise you on your functioning. Even before occupying that Chair, you have said that you would be very considerate to the Opposition. You said that you would even like to pamper the Opposition.

Our legislatures are under criticism by the people of the country these days. Very unfortunate things are taking place in our legislatures. We used to be blamed, but it is not the question now. I have felt that there was a tendency to steamroll the Opposition – whichever Party it may be. But your idea, that the Opposition should be given consideration or a little more partiality, is a very good step in restoring the noble practices of our parliamentary democracy. I wish you all success.

कृषि मंत्री तथा उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्री (श्री शरद पवार) : मान्यवर, आपके ऊपर यह नई जिम्मेदारी सर्वसम्मति से पड़ी है, इसलिए मुझे आपका अभिनन्दन करने में बड़ी प्रसन्नता है। मैंने आपको आठवीं लोक सभा से इस सदन में देखा है और मुझे आपके साथ काम करने का मौका भी मिला - कभी इस बाजू से मिला, कभी सामने से मिला। मेरे मन में यह बात पक्की है कि जब आप यहां बोलने के लिए उठते थे तब समाज के गरीब लोगों के हितों की रक्षा आपकी आवाज में हमेशा रहती थी -चाहे किसानों की समस्या हो, मजदूरों की समस्या हो, समाज के अल्पसंख्यकों का दुख हो, इस पर आपने हमेशा सदन के सामने अपनी आवाज उठाई। कई बार सदन में संघर्ष हुए मगर आपने उस संघर्ष में भी सदन की मर्यादा रखने की कोशिश हमेशा की। मैंने आप जैसा एक ऐसा सदस्य देखा है जिन्होंने अपनी जगह कभी नहीं छोड़ी और हमेशा सदन की गरिमा बनाए रखने की कोशिश की। आपने जीवन में कई क्षेत्रों में काम किया। देशवासी आपको एक अच्छे लॉइयर के रूप में जानते हैं, अच्छे वक्ता के रूप में जानते हैं। देशवासियों ने कई साल एक अच्छे पार्लियामैंटेरियन को देखा है लेकिन आज एक अच्छा अध्यक्ष किस तरह सदन के सभी साथियों को साथ लेकर काम कर सकता है, इसका दर्शन आपके माध्यम से पूरे देशवासियों को होगा, ऐसा विश्वास मेरे मन में है। आप राजनीति में कई सालों से काम कर रहे हैं मगर मर्यादा बनाए रखने के बारे में आपने कभी कम्प्रोमाइज़ नहीं किया। आप राजनीति के साथ-साथ क्रीड़ा के क्षेत्र में भी ध्यान देते हैं जिसका असर यहां दिखाई दे सकता है।

मुझे मालूम है कि आप वैस्ट बंगाल क्रिकेट संघ के पदाधिकारी हैं। आप वहां के टेबल टैनिस संगठन के प्रमुख हैं। आप वहां ऐथलेटिक्स क्षेत्र में काम करते हैं और मोहन बागान के भी समर्थक हैं।…( व्यवधान)

MR. SPEAKER: Probably he wants a companion, but I would not join him! श्री शरद पवार : आपने अपने जीवनकाल में क्रीड़ा क्षेत्र में बहुत बड़ा योगदान दिया। वैसे ही आपने शिक्षा के कई क्षेत्रों में बहुत काम किया है। कई अच्छे इंस्टीटयूशन्स आपने खड़े किए, कई अच्छे इंस्टीटयूशन आपने चलाए। आज इस देश की सबसे बड़ी संसद आपके हाथ में आई है। यहां माननीय सदस्यों की अलग-अलग विचारधाराएं हैं। इन सब अलग विचारधाराओं को लेकर सरकार चलाने की जिम्मेदारी आज के प्रधानमंत्री के ऊपर है और यह काम इतना आसान नहीं है। लेकिन मुझे विश्वास है कि अध्यक्ष की जिम्मेदारी स्वीकार करने के बाद इस सदन को ठीक तरह चलाने में, आपका अनुभव सदन के दोनों वर्गों को संतुष्ट रखने में, अच्छी मदद करेगा।

मुझे लगता है कि आपका यह कार्यकाल सफल सिद्ध होगा। मेरी पार्टी की तरफ से और हमारे सदस्यों की तरफ से आपको हमेशा हम लोगों द्वारा पूरे दिल से सहयोग मिलेगा। इतना ही कहकर मैं फिर आपकी प्रशंसा करता हूं।

श्री नीतीश कुमार (नालन्दा):अध्यक्ष महोदय, मैं अपनी पार्टी की तरफ से और अपनी तरफ से आपके निर्विरोध निर्वाचन पर आपको बधाई देना चाहता हूं। सब लोगों का आपको समर्थन मिला है और मिलना भी चाहिए था। आप सर्वश्रेष्ठ सांसद के खिताब से भी नवाजे जा चुके हैं। एक सर्वश्रेष्ठ सांसद अगर अध्यक्ष की कुर्सी पर बैठता है तो इससे बेहतर और कोई बात नहीं हो सकती है। मैं इस अवसर पर आप जिस दल से चुनकर आए हैं, उस दल सीपीआईएम को भी मैं धन्यवाद देना चाहता हूं कि उन्होंने आपको इस पद को ग्रहण करने की इजाजत दी। आम तौर पर आपकी पार्टी लोगों को इजाजत नहीं देती। लेकिन उन्होंने आपको इजाजत दी और आप इस पद पर पहुंचे। यह इस सदन का सौभाग्य है और थोड़ा-बहुत सौभाग्य श्री बसुदेव आचार्च जी का भी है कि आप जब वहां चले गये तो वह नेता के पद पर आसीन हो गये लेकिन मुझे पूरी उम्मीद है कि श्री बसुदेव बाबू पर भी आपका पूरा अंकुश रहेगा। मैं अपनी तरफ से आपको आश्वस्त करना चाहता हूं कि हम आपकी परम्परा का निर्वहन करेंगे। विपक्ष में रहते हुए आपने जो कुछ भी किया, हम वैसे ही करना चाहेंगे और उसी प्रकार करेंगे। मुझे पूरी उम्मीद है कि जिस तरह से विपक्ष में रहते हुए आपने सवाल उठाए और अवसर प्राप्त किया, मुझे ऐसा लगता है कि जिस प्रकार से आसन से जब भी आपने चाहा, आपको अवसर मिला, उसी प्रकार की उदारता आप हम लोगों के प्रति भी प्रदर्शित करेंगे। यह हमारी आपसे अपेक्षा होगी और मैं आपको पूरे सहयोग और समर्थन का वचन देता हूं और इन्हीं शब्दों के साथ इस उच्च पद के ग्रहण करने पर आपको धन्यवाद देता हूं।

श्री सुखदेव सिंह ढींडसा (संगरूर) : अध्यक्ष महोदय, मैं आपके निर्विरोध स्पीकर चुने जाने पर अपनी पार्टी की ओर से और अपनी ओर से आपको बधाई देते हुए खुशी महसूस कर रहा हूं। आपका इतना लम्बा पार्लियामेंटेरियन का जीवन और वह भी आपका बेस्ट पार्लियामेंटेरियन का खिताब पाना और इस कुर्सी पर विराजमान होना यह देश के लिए भी और इस कुर्सी के लिए भी बड़े मान की बात है। मैं भी गर्व महसूस करता हूं क्योंकि आप इस लम्बे समय में अपोजीशन में ही रहे। आज आपकी पार्टी अपोजीशन में भी नहीं है और सरकार में भी नहीं है। इसलिए आप जानते हैं कि अपोजीशन में और खासकर जो छोटी पार्टीज हैं, रीजनल पार्टीज हैं, आप उनका ध्यान रखेंगे, उनके लिए टाइम देंगे और उनकी रक्षा करेंगे। मुझे उम्मीद है कि वह आप करेंगे और इसलिए मैं आपको धन्यवाद देना चाहता हूं।

१९८४ के रॉयट्स में आपकी पार्टी की सरकार पश्चिम बंगाल में थी। वह एक ऐसी जगह थी जब हिन्दुस्तान के अनेक हिस्सों में सिखों के साथ जो कुछ हो रहा था लेकिन आपकी पार्टी की सरकार ने वहां पर एक पत्ता नहीं हिलने नहीं दिया। उस वक्त आपका सबसे बड़ा रोल था और उसके लिए सिख आपके आभारी रहेंगे। इसलिए आपका रोल वहां भी, यहां माइनॉरिटीज के लिए भी और छोटी पार्टी के लिए भी आप यह करते रहेंगे। मैं बहुत कुछ न कहते हुए आपको विश्वास दिलाना चाहता हूं कि मेरी पार्टी आपको पूरा सहयोग देगी और जैसे भी आप अच्छे तरीके से हाउस चलाएंगे, उसमें हम पूरा सहयोग और समर्थन देंगे। इतना कहकर मैं एक बार फिर आपको बधाई देता हूं।

PROF. M.RAMADASS (PONDICHERRY): Hon. Speaker, Sir, the Pattali Makkal Katchi of Tamil Nadu, the party I represent, deems it a pride and pleasure to congratulate you on this historic occasion of your elevation as the Speaker of the Lok Sabha. Our Founder-President Dr. Ramdass Aiya, one of the architects of UPA’s resounding victory in Tamil Nadu and the labour community of Tamil Nadu, whose aspirations the PMK represents in this august House, join me in offering their choicest felicitations to you on your elevation.

Sir, I should also compliment Shrimati Sonia Gandhi who has been instrumental for a consensual approach to elect you unanimously as the Speaker with overwhelming support of all shades of opinion in this House. This is a rare gesture of not only the Hon. Members who are present here to elect you unanimously and through them the people of India have also chosen you as the Speaker of the Lok Sabha. Even when the first Speaker of Lok Sabha Shri G.V.Mavalankar was elected in 1952, there was a contest. But today, a consensual approach initiated by Shrimati Sonia Gandhi in your election augurs well for this Lok Sabha and I hope that this is the beginning of a healthy political tradition that we are going to unveil in the near future. For setting this highest tradition of democracy, the Pattali Makkal Katchi compliments Shrimati Sonia Gandhi in an abundant measure.

Sir, as the architect of your unanimous election, I humbly feel that Shrimati Sonia Gandhi seems to have followed two of the major recommendations of the Page Committee which was constituted in 1967 to suggest some of the conventions on the election of the Speaker. Two of the recommendations of the Page Committee were : (1) the party in power should evolve a consensus on who should be the Speaker. In this case, the party (Congress) in power had been trying to evolve this consensus over the last fortnight and it has been successful. The second condition was that the person nominated should be of considerable seniority and should enjoy a prestige similar to that of the Leader of the House. Sir, in your election, these two conditions are more than satisfied and I hope that the people of this country should feel happy for choosing you as the Speaker of the House unanimously. We hope that with your rich experience in this House, you would be able to conduct the proceedings of the House in a dignified and decorous way.

Sir, you have said two to three days back in the Press that you would try to pamper the Opposition by giving them enough opportunity and the same should be extended to parties like us, who are not numerically strong enough but who have a lot of ideas to contribute to the larger issues that would be coming up before the Lok Sabha. Therefore, I would appeal to you Sir that you should be able to give us opportunities for offering our views. Sir, I come from Pondichery the land of Aurobindo and Bharatidasan – the people of that land also join me in offering the choicest felicitations to you. I hope that during your tenure as the Speaker you would be able to see Parliament as an instrument of change. Our hon. Prime Minister in his felicitation address said that politics is going to be the instrument of change. This politics has to be translated into a reality through the businesses that we are going to transact in this Lok Sabha. Therefore, you are the custodian of the people of this country. One hundred and three crore people of this country expects much deliverance from you. I hope, with the good wishes of the people of India you would be able to render your services more effectively and efficaciously.

THE MINISTER WITHOUT PORTFOLIO (SHRI K. CHANDRA SHEKHAR RAO): Sir, I congratulate you profusely on your unanimous election as the Speaker of this august House. In fact, this House is privileged to have a veteran parliamentarian like you as the Speaker. You are one of the best parliamentarians of the country who is held in high esteem by everyone in this country. Your vast and rich experience will be a great source of inspiration to the old and newly elected Members of this House and to the aspiring masses of the country.

I wish you all success and all the best on my own behalf and on behalf of the Members of my party, Telengana Rashtriya Samiti.

Sir, I also assure you our fullest co-operation in maintaining the dignity and decorum of this House.

DR. MANDA JAGANNATH (NAGARKURNOOL): Sir, on behalf of the Telugu Desam Parliamentary Party and on my own behalf, I congratulate you heartily for unanimously getting elected as the Speaker of the Fourteenth Lok Sabha.

Sir, you have created history by being the first communist leader to occupy the coveted post of the Lok Sabha Speaker. It is really a fitting tribute to your honour as you have been elected for a record ten terms to Lok Sabha mostly from the famous Bolpur constituency known for the Vishwa Bharati University.

I also welcome you as a senior Member who has enjoyed respect and prestige similar to that of the Leader of the House. You are a powerful speaker known for your wit and sarcasm and a recipient of the Outstanding Parliamentarian Award in 1996. Sir, your elevation will be a loss to us in the sense that we will miss your oratory in the House but we will get benefited by your guidance in running the House properly. I do not know how many of us are aware that you are a renowned Barrister-at-Law and actively associated with various educational, cultural and professional institutions like the Indian Law Institute and the International Law Association. Sir, you are also connected with a number of trade unions which are helping the working class.

You have been in Parliament for more than three decades and have earned a reputation for doing your homework meticulously and maintaining civility and decorum in dealing with political opponents. Your career as the Speaker will call for tactfulness, patience and above all an unwavering impartiality.

On behalf of myself and on behalf of the Telugu Desam Parliamentary Party, I extend my assurance for co-operation in running the business of the House smoothly. I expect that, after sitting in the Opposition benches for decades, you would take the liberty of giving more time to Opposition Members to express their views on various matters under discussion in the House.

Finally, besides felicitating you as the Speaker, I extend our best wishes once again on my own behalf and on behalf of Telugu Desam Parliamentary Party.

रसायन और उर्वरक मंत्री तथा इस्पात मंत्री (श्री राम विलास पासवान) :अध्यक्ष जी, सर्वप्रथम मैं आपको सर्वसम्मति से अध्यक्ष चुने जाने पर अपनी ओर से और अपनी पार्टी की ओर से बधाई देता हूं। हम लोगों का संबंध बहुत पुराना रहा है। सन् १९७७ से हम लोग साथ-साथ बैठे हैं। जिस समय आपका नाम अध्यक्ष पद के लिए आ रहा था तो खुशी के साथ-साथ हमारे मन में मायूसी भी थी। जब मैं सन् १९७७ में नया-नया आया था उस समय आपको ६-७ साल का अनुभव था और आपको यहां के कामकाज की बहुत जानकारी थी। उससे हम लोग बहुत प्रभावित भी रहे और ऐसा कोई भी औकेजन नहीं आया जब हमने आपसे सहायता न ली हो। लेकिन आज नये सदस्यों को यह कमी जरूर खलेगी। वे आपके उस मार्गदर्शन से अछूते रहेंगे। आप जिस पद पर गए हैं, वह पार्लियामैंट एक सर्वोच्च संस्था है। उसमें स्पीकर सबसे प्रमुख होता है - चाहे सत्ता पक्ष के सदस्य हों या विपक्ष के हों, सारे के सारे लोग आपके अधीन काम करते हैं। आपने अनुभव से साबित किया है, नेता बहुत होते हैं लेकिन नेता की जो सबसे बड़ी खूबी होनी चाहिए, उसमें नेता के पास दिमाग से ज्यादा दिल की आवश्यकता होती है। कहने की आवश्यकता नहीं है कि आपके पास दिल भी है और दिमाग भी है। आपका लम्बा अनुभव रहा है। अभी प्रणव जी लीडर ऑफ दी हाउस की हैसियत से कह रहे थे कि आर्थिक मुद्दों के ऊपर संसद में अधिक से अधिक डिबेट होनी चाहिए। मैं उनकी बात से सौ फीसदी सहमत हूं। आप माननीय सदस्यों की भावनाओं को समझते हैं। देश में ८५ फीसदी लोग जो दलित हैं, आदिवासी हैं, पिछड़े वर्ग के लोग हैं, अक्लियत के हैं, ऊंची जाति में गरीब लोग हैं, उनको आजादी के इतने साल गुजर जाने के बाद भी राष्ट्र की मुख्य धारा में जुड़ने का मौका नहीं मिला। इसलिए उनकी समस्याएं बहुत जटिल हैं। माननीय संसद सदस्य चाहे इस पक्ष के हों या उस पक्ष के हों, उनके मन में हमेशा उनकी समस्याओं के संबंध में डिसकशन करवाने की भावना रहती हैं। वे सरकार की तरफ से कुछ जानने का प्रयास करते हैं। मैं समझता हूं कि आपका उनकी तरफ विशेष ध्यान रहेगा। हम को यह बात नहीं भूलनी चाहिए कि भारत एक बगीचा है और उसमें हर तरह के फूल हैं। यहां हिन्दू भी हैं, मुसलमान भी है, दलित भी हैं, पिछड़े वर्ग के लोग भी हैं, अगड़ी जाति के लोग भी हैं। बगीचे का वही माली अच्छा होता है जिस में हर तरह के फूल खिलते हैं। आप बगीचे के माली के रूप में हैं। यहां हर फूल को अपने विचार रखने का मौका मिलेगा और उन्हें खिलने का मौका दिया जाएगा।

अंत में, मैं एक ही बात कहना चाहता हूं कि हमने एक बार कहा था कि सारे के सारे राम इधर हैं - चाहे रामविलास हो, काशीराम हो या जगजीवन राम हो या रामदास हो या रामचन्द्र हो, लेकिन आज सोमनाथ गद्दी पर बैठे हैं। हम को लगता है कि आज भारत के इतिहास में सही मामले में सोमनाथ यात्रा शुरु हुई है जो देश की एकता और अखंडता को अक्षुण्ण बनाने की कोशिश करेगी। बहुत-बहुत धन्यवाद। मैं एक बार फिर आपको बधाई देता हूं।

SHRI P.A. SANGMA (TURA): Mr. Speaker, Sir, seven years ago, on the 19th of March, 1997, I had the privilege of conferring on you the ‘Outstanding Parliamentarian Award’ for 1996. On that occasion this is what I said about you. I quote:

"Internally I have always assigned to Shri Somnath Chatterjee the status of my guru. "Sir, today after this unanimous election to the post of Speaker, you have indeed become the maha guru for everyone of us here.

I had the privilege of travelling with you both in India as well as abroad. On more than one occasion, I have told my friends that being with Shri Somnath Chatterjee itself is an experience, knowledge and an intellectual elevation. I do not forget the important role you have played on behalf of Indian Parliament in Beijing in the IPO Conference where you have been unopposedly chosen as the rapporteur of the Conference.

Today, I feel really very happy to see my Guru sitting in the Chair. I wish you all the best. I wish you a very successful tenure and I congratulate you from the core of my heart.

Sir, it is a rare occasion that all the sections of this House have elected you as the Speaker of this House. … (Interruptions) It is a great privilege for the House that our Speaker has more than three decades of parliamentary experience. He is a good orator and an outstanding Parliamentarian. He is also a good lawyer. It is a red-letter day for the Left Parties, for us, that we got the first Speaker amongst the Left Groups. So, on behalf of my Party and the Left Group, I congratulate you. Thank you, Sir.

श्री जोवाकिम बखला (अलीपुरद्वारस):अध्यक्ष महोदय, जिस तरह से लोक सभा के अध्यक्ष पद के लिये आपका चयन हुआ है, उसके लिये मैं अपनी ओर से और अपनी पार्टी आर.एस.पी. की ओर से बधाई और शुभकामनायें ज्ञापित करना चाहता हूं। आपने तो इस औगस्ट हाउस मे एक लम्बी पारी खेली है और इस हाउस में आपका एक महान् व्यक्तित्व है। आप में प्रतिभा कूट-कूटकर भरी हुई है लेकिन जिस पद को आपने सुशोभित किया है, उस पद के सुशोभित होने पर हमें काफी गर्व है और हमें काफी खुशी हो रही है। मैं आपको बता देना चाहता हूं कि जिस कुर्सी पर आज आप विराजमान हैं, उस कुर्सी पर बैठने की योग्यता आप में है। आपको बहुत पहले ही इस आसन पर पहुंचना चाहिये था लेकिन देर सही, अंधेर नहीं है। हमें खुशी है कि आपकी योग्यता के अनुसार आपको यह पद मिला है। कल तक तो बुनियादी समस्याओं को लेकर आपकी भूमिका अलग थी और १३वीं लोक सभा तक आपको एक अलग भूमिका का पालन करने की आवश्यकता पड़ी। पिछड़े वर्ग एवं गरीब तबके के लोगों की समस्याओं को लेकर आपने चर्चाओं में हिस्सा लिया और उन चर्चाओं को आपने एक रचनात्मक रूप देने का काम किया। इन कामों में आपको सफलता अवश्य मिली लेकिन आज आपको एक अलग ही भूमिका के पालन करने की आवश्यकता है। आप एक अलग कर्तव्य का निर्वहन करने के लिये तैयार हैं। मुझे तथा मेरी पार्टी को पूरा विश्वास है कि आप इस चुनौती को स्वीकार कर रहे हैं और इस चुनौती को स्वीकार करते हुये हमारे इस औगस्ट हाउस में हम लोगों को मार्गदर्शन देने में आपको अवश्य सफलता मिलेगी। मेरा एवं हमारी पार्टी का आपको पूर्ण सहयोग उपलब्ध होगा।

अघ्यक्ष महोदय, आज हमारे देश में एक अलग से संदेश जा रहा है कि इस सदन की मर्यादा बरकरार रखने का काम आज आपको दिया जा रहा है। इसलिये हिन्दुस्तान के लोग गर्व से आपकी ओर ताके हुये हैं ताकि आज के बाद जिन विषयों पर, विशेषकर गरीब, बेरोजगार, युवा वर्ग और जिन-जिन बुनियादी समस्याओं को लेकर हम लोग यहां बहस में हिस्सा लेते हैं, उन चर्चाओं को और भी अच्छा रचनात्मक रूप देने में आप सफल होंगे। हमें पूरी आशा है कि प्रतिपक्ष से लेकर सत्ता पक्ष तक आपको सब का समर्थन मिल रहा है।

आखिर में मैं कहना चाहता हूं कि हमारी शुभकामनायें आपके साथ रहेंगी, हमारा आपको पूरा सहयोग मिलेगा। आपका स्वास्थ्य अच्छा रहे ताकि आप योग्यता के शिखर पर चढ़ते जायें। इतना कहकर मैं अपनी बात समाप्त करता हू।

DR. ARUN KUMAR SARMAH (LAKHIMPUR): Hon. Speaker, Sir, on behalf my party, Asom Gana Parishad, my President, Shri Brindavan Goswami and on my own behalf, I congratulate you and also felicitate you on your unanimous election to the office of the Speaker of this august House.

Sir, I will be failing in my duty if I do not express the special feelings of the people of Assam. Since you were born in Tezpur of Assam, I take the privilege of conveying the special greetings to you on behalf of the people of Assam.

DR. ARUN KUMAR SARMAH : Sir, considering your vast experience and long association with parliamentary procedures, I am confident that the House would be greatly benefited and would be able to deliver the goods to the nation. And also your being a member of the legal profession, I hope your neutrality, judicious decisions and logical conclusions will satisfy all sections and all political entities of this House, especially the smaller parties by getting adequate opportunities to express their viewpoints.

Sir, I am not very old to parliamentary proceedings in Lok Sabha. I have the experience of only 18 months in the 11th Lok Sabha. With that experience, I feel that we waste more time in accusations and counter-accusations made by bigger parties. There is hardly any serious debate on serious issues through which we can deliver the goods to the nation. I hope, with your ability and statesmanship, you will be able to curtail the unproductive deliberations in the House.

Lastly, I assure you full cooperation and wish you a successful tenure on behalf of my party and on my own behalf. Thank you very much.

MR. SPEAKER: Hon. Members, I hope you will spare little time to the Speaker to respond. We are now nearing one o’clock. But I will call some other hon. Members who have been kind enough to send in their names with a request. I am sure they will appreciate that brevity is a virtue.

सुश्री मुफ्ती महबूबा (अनंतनाग) :ऑनरेबल स्पीकर सर, मैं अपनी पार्टी पीपुल्स डेमोक्रेटिक पार्टी की तरफ से आपको मुबारकवाद देना चाहती हूं और साथ ही मैं यह कहने में नहीं हिचकूंगी कि मेरे जैसे मैम्बर जो पहली बार इस संसद में आये हैं, हम यह सोचकर आये थे कि हमें डिबेट में आपसे बहुत कुछ सीखने को मिलेगा।We wanted to learn from you as to how you discuss the issues which are very close to your heart so dispassionately and how well you maintain that delicate balance, because I am unable to do so. Maybe it has more to do with the situation in my home State and maybe it has more to do with the miseries and the sufferings that my people face there.

यहां बहुत से राज्यों से लोग चुनकर आये हैं, उनकी भी अपनी प्रॉबलम्स हैं। लेकिन मैं आपसे रिक्वैस्ट करूंगी कि आपको डिस्िंटग्विश करना पड़ेगा कि जम्मू-कश्मीर से जो हम लोग चुनकर आये हैं, हमारी सिचुएशन डिफरैन्ट है। हमें यहां तक पहुंचाने में कई मासूम जानें गई हैं। सिक्युरिटी फोर्सेज और पुलिस के अलावा कई इन्नोसैन्ट लोग, जिनमें छोटे-छोटे बच्चे, खास तौर से हमारी कांस्टीटुएंसी में दो, ढाई और तीन साल के बच्चे भी मारे गये और इस वक्त भी उनमें से कई जख्मी हैं। उसके बावजूद वहां के लोगों ने हमें वोट दिया, जानें दी, हमें एक एहतमाद दिया। मैं उम्मीद करती हूं कि हमारे नम्बर को आप नहीं देखेंगे। नम्बर के हिसाब से हमारे पास कुछ नहीं है, हम बहुत कम है। मैं आपसे एक्सपैक्ट करूंगी कि आप हमें मौका देंगे कि हम उन लोगों के जख्मों पर कुछ मरहम रख सकें, उनकी कुछ बात हम यहां हाउस में कर सकें। हमारी स्टेट जम्मू-कश्मीर और लद्दाख एक मिनी इंडिया के समान है। हमारे व्यूज डाइवर्जेन्ट हो सकते हैं, लेकिन हमारे उम्मीदें हमारे मकसद एक है। We want to bring peace and prosperity to our State.

मैं आशा करती हूं कि आप हमें यहां अपनी बात रखने का पूरा मौका देंगे। हम यह उम्मीद भी करते हैं कि हाउस के अंदर ही नहीं बल्कि हाउस के बाहर भी आपसे बात करने का हमें मौका मिलेगा,so that you can guide us on many important issues. Thank you very much.

श्री रामदास आठवले (पंढरपुर):अध्यक्ष जी, हमें बहुत गर्व है कि आप अध्यक्ष बने हैं। आप बड़े व्यक्तित्व के धनी हैं। मैं यहां पांच साल, पांच महीने और तीन दिन तक, १२वीं, १३वीं और १४वीं लोक सभा के सदस्य के रूप में रहा हूं। आपको सभी लोगों ने समर्थन दिया है और आपको सपोर्ट देकर अपोजीशन ने लोकतंत्र की एक अच्छी परम्परा कायम की है। अगर अपोजीशन वाले अपनी सपोर्ट नहीं देते, तो भी हम आपको चुनते, लेकिन लोकतंत्र में अगर अपोजीशन का सहयोग भी मिल जाए, तो अच्छा रहता है।

महोदय, मैंने पहले ही बोला था कि देश में इस चुनाव के बाद आपको वहां जाना होगा, लेकिन ये बोल रहे थे कि हम तो यहीं रहेंगे, परन्तु ऐसा नहीं हुआ और ये वहां चले गए और हम यहां आ गए। यहां हमारे बहुत से मंत्री हैं। इसलिए यदि मैं मंत्री के रूप में नहीं हूं, तो उससे कोई फर्क नहीं पड़ता। मैं भी एक दिन तो मंत्री बनने वाला हूं।

महोदय, आपका जो व्यक्तित्व है, वह हमारे लिए बहुत बड़ी बात है। जो दलित समाज है, उसके रिजर्वेशन हेतु हमने नौवें शेडयूल में संशोधन करने की मांग की है। महिलाओं को रिजर्वेशन देने के बारे में भी प्रस्ताव आया है। महिलाओं को ३३ प्रतिशत रिजर्वेशन देने, मायनॉरिटी, एस.सी., एस.टी. और ओ.बी.सी. की महिलाओं को रिजर्वेशन देने में अब कोई प्रॉब्लम नहीं आएगी। हमारी छोटी पार्टी है। हमें पता नहीं हमारी पार्टी कब बड़ी बनेगी, लेकिन हमारी पार्टी गरीब लोगों के लिए काम करने वाली पार्टी है और बाबा साहेब अम्बेडकर के सिद्धान्तों के अनुरूप सोश्यल जस्टिस, सोश्यल एवं इकनौमिक पैरिटी की बात, इंडियन कांस्टीटयूशन की बात पर चर्चा होती रहेगी, हम उसमें भाग लेते रहेंगे और अब खाली चर्चा की बात नहीं है, बल्कि उसे इम्पलीमेंट करने के लिए यहां सोनिया जी हैं, मनमोहन सिंह जी हैं, पवार साहब हैं, शिवराज जी है और सभी लोग हैं। हालांकि मैं इधर नहीं हूं, परन्तु सभी लोग हैं। हमारा मंत्रिमंडल अच्छा काम करता रहेगा। आपको इस हाउस का कोआपरेशन मिलता रहेगा। आपको इस हाउस का कोआपरेशन मिलना भी चाहिए।

महोदय, जब आप उधर बैठते थे, तो मैं हमेशा आपके पीछे बैठता था। जब भी एन.डी.ए. सरकार के खिलाफ कभी आदेश देते थे, तो मैं वैल में जाता था, लेकिन अब एक बहुत अच्छी और बड़ी बात हो गई है कि आप अध्यक्ष कुर्सी पर चले गए हैं। इसलिए अब आप मुझे वैल में जाने का आदेश नहीं दे सकते हैं। आप मुझे वैल में जाने का आदेश नहीं भी देंगे, तो भी मैं कभी-कभी किसी न किसी ऐसे विषय पर जो गरीबों के हितों के खिलाफ होगा, वैल में आने की कोशिश करूंगा, लेकिन ज्यादा नहीं आऊंगा, क्योंकि सरकार हमारी है। युनाइटेड प्रोग्रेसिव एलाइंस की सरकार है। यह सरकार पूरे पांच साल चलने वाली है। आपकी पार्टी को जनता ने वहां जाने का आदेश दिया है। इसलिए आप विपक्ष में बैठे हैं। मैं उम्मीद करता हूं कि भविष्य में आप इधर आने की कोशिश करें। यदि आप इधर आ जाएंगे, तो भी हमें पांच साल से पहले हटाने वाला कोई नहीं है। आपके ध्यान में आ गया है कि जनता क्या चीज है और वोटर क्या चीज है। आपने फील गुड का नारा दिया और सारा फील गुड यहां आ गया।

महोदय, मैं आपको अपनी ओर से और अपनी रिपब्लिकन पार्टी आफ इंडिया की ओर से, बाबा साहेब अम्बेडकर की पार्टी की ओर से हार्दिक बधाई देता हूं और इन्हीं शब्दों के साथ मैं आपका स्वागत करते हुए अपना स्थान ग्रहण करता हूं।

MR. SPEAKER: Thank you. Give up the bad habits of the past.

13:00 hrs श्री चन्द्रशेखर (बलिया, उ.प्र.) : अध्यक्ष महोदय, मैं सबसे पहले आपको सर्वसम्मति से चुने जाने के लिए बधाई देता हूं और विशेष रूप से इस बात के लिए बधाई देता हूं कि आपने इस पद को स्वीकार किया। इससे न केवल इस सदन की महत्ता बढ़ी है, बल्कि जनतंत्र की भी महत्ता बढ़ी है। मैं आपको विश्वास दिलाता हूं जब आप सदस्य के रूप में यहां पर बैठे हुए थे तब मैंने जो कुछ भी संसद में कहा, उसमें अधिकांश समय केवल आपकी प्रेरणा रही। आपने जब कहा कि इस विषय पर मैं बोलूं, तभी मैं बोला। मैं समझता हूं कि वह प्रेरणा देने वाला अब मेरे लिए कोई नहीं रहा, इसलिए आज भी मैं मौन ही रहना चाहता था। आज भी आप ही से मुझे प्रेरणा मिली, यह मेरा सौभाग्य है। मैं ऐसा मानता हूं कि आपने हर समय शोषित, पीड़ित और उपेक्षित लोगों की बात की।

महोदय, मुझे दुख के साथ कहना पड़ता है कि संसद में पिछले कुछ वर्षों में इन लोगों की आवाज अनसुनी कर दी गई। मैं समझता हूं कि आपके आ जाने से इनकी आवाज फिर से लोग सुनेंगे। यहां फिर से इनकी आवाज लोग उठाएंगे, क्योंकि अगर इनकी आवाज को अनसुना किया गया तो संसदीय जनतंत्र को जिन्दा रखना संभव नहीं होगा।

महोदय, यह सही है कि आपने एक मर्यादा का पालन किया, लेकिन नीतीश जी की बात सुन कर मुझे कुछ परेशानी हुई और मुझे ऐसा लगा कि उसका जिक्र करना मेरे लिए आवश्यक है, कभी संगत का दोष भी होता है। मैंने हर समय आपकी बात मानी, सिवाए इसके कि सदन के बाहर जाने की, किसी मंत्री का बहिष्कार करने की, इस सलाह को मैं स्वीकार नहीं कर सका। अगर नीतीश जी यही काम करने वाले हैं तो मैं आपसे निवेदन करूंगा कि इसकी इजाजत इनको मत दीजिएगा। मैं नीतीश जी से निवेदन करूंगा कि इस बात को भूल जाएं, संसद मंत्रिमंडल का बहिष्कार करने के लिए नहीं है, जो चुने जाते हैं, जिन्हें प्रधानमंत्री चुनते हैं उनका सम्मान करना सारी संसद का कर्तव्य होता है।…( व्यवधान)

श्री चन्द्रशेखर:जो किया, मैंने नहीं किया।…( व्यवधान)आप मुझ से यह जवाब पूछ रहे हैं। पाठक जी, इतने अंजान हैं, मुझे मालूम नहीं था, मैंने कभी नहीं किया है। इतने वर्षों में संसद की किसी परम्परा की मैंने अवहेलना नहीं की है। मैं ४२वर्ष पहले संसद में आया था, इतने वर्षों में मैंने एक बार भी वाक-आउट किया हो, किसी आज्ञा का पालन नहीं किया हो, ऐसा मुझे ज्ञात नहीं है।

अध्यक्ष महोदय, मुझे विश्वास है कि आप वहां पहुंच कर लोगों को एक प्रेरणा देंगे कि अब संसद की परम्परा का उल्लंघन न हो, इसकी मुझे पूरी आशा और विश्वास है। आप हर समय परिस्थितियों के अनुरूप उठे हैं और इस समय भी आप उस परिस्थिति से उठ करके एक नयी परम्परा कायम करेंगे। सारे सदन ने आपको विश्वास दिया है, सदन का विश्वास प्राप्त करके सारे देश को आप नया विश्वास दें और पीड़ित लोगों की आवाज को बुलंद करें। इसी विश्वास के साथ मैं उर्दू का एक शेर कहना चाहूंगा - "जहां भी जाता है रोशनी लुटाता है, किसी चिराग का अपना मकां नहीं होता।"

महोदय, आज आप पार्टियों और सीमाओं से आबद्ध नहीं हैं, आप उससे ऊपर हैं। वहीं ऊपर रह कर देश को एक नयी दिशा दें, यही मुझे आपसे आशा है।

SHRI H.D. DEVE GOWDA (HASSAN): Mr. Speaker Sir, it is one of the happiest occasions for me to extend my heart-felt congratulations and felicitations.

Sir, I have always been inspired by you, as a Member of this House, since I entered this apex institution in 1991. Today, you have been elected unanimously. That shows the love and affection you have earned in the last three decades as a Member of this House.

Sitting in the Opposition, you have inspired the entire House by your eloquent speeches. You have never spared anybody while exposing the failures of the Government -- whether this Government or that Government -- whenever you felt. I am very happy that today you have accepted this high office and you are the custodian of this apex institution.

Sir, with much pain if I say a word, the erosion of parliamentary democratic system in this country is painful to all of us. Within a short duration of about seven to eight years, I witnessed how we are all responsible for the erosion of all values in public life. The people talk with worry and they give such a scant respect to the political parties and to the political system, for which we are responsible. I do not want to blame anybody in this country, but we all contributed to such a situation.

May I humbly request the leaders of the ruling party as well as the Opposition to extend their full co-operation, their total co-operation, their absolute co-operation to restore the values, to restore the dignity, decorum and decency of this House? Unless that is done, I am sorry, Sir, we are not going to achieve anything. At this stage, it is not the issue to discuss our political ideologies and commitments. I know the commitment of the Left for the working class and also for the poorer sections of the people. I am with you on this. I do not want to elaborate on this issue.

But today your responsibility is more. We are all concerned to make this House functional to deliberate on the issues. Whether it is the issue of minorities or the oppressed or the suppressed or the working class or the organised or the unorganised, that is left to the entire House, especially to the ruling party which has to take more responsibility on these issues.

Sir, in my political career of 44 years -–but most of my career was spent in the State Legislature—only once I broke the tradition. You were all here. Late Indrajit Gupta was here. Shri Atal Bihari Vajpayee, one of the senior-most parliamentarians, was sitting this side. Sir, on the issue of farmers, on the issue of the World Bank’s conditions and conditionalities, I opposed it and I went to the Well breaking all the norms in my political career. Remember these words. I only request the ruling party and the entire House to deliberate and spend the valuable time for the purpose of solving the problem of suffering masses.

कोयला और खान मंत्री (श्री शिबू सोरेन) : आदरणीय अध्यक्ष महोदय, आज की परिस्थिति में जो देश में हालात हैं, ऐसे संयोग में आप हमारे भारत देश की संसद के गार्जियन बने हैं। आप हरेक से इतने परचित और नजदीकी आदमी हैं, जिसे हर आदमी महसूस करता है। आपका सम्बन्ध लैफ्ट दल से है, जहां गरीबों की बात की जाती है, गरीबों के लिए आन्दोलन किया जाता है। हम लोग इससे काफी प्रभावित रहे हैं। आपको शहरों से लेकर गांवों तक के गरीबों का, आदिवासियों का, हरिजनों का ख्याल है, जानकारी है, यह भी हम लोग महसूस करते हैं। आज आप सर्वसम्मति से चुने गये हैं, यह बहुत सौभाग्य की बात है। इससे आप सभी को एक साथ लेकर चल सकते हैं, सब ने इस हाउस के अन्दर इसे स्वीकार किया है और इसी के साथ मेरी पूरी शुभकामनाएं है। आप उच्च संसदीय परम्पराओं का निर्वाह करते आये हैं और आगे भी इस गरिमामयी मर्यादा का निर्वाह करते हुए लोकतंत्र की जडों को मजबूत करते रहेंगे, यही मेरी और मेरी पार्टी की शुभकामना है।

SHRI ASADUDDIN OWAISI (HYDERABAD): Mr. Speaker, Sir, I congratulate you on your unanimous election as the Speaker of this august House.

With your long experience in the field of Parliamentary democracy, I am sure, you would get the support of each and every Member of this House. At the same time, I would like to say that the new Members are most fortunate to have you as the Speaker of this august House.

It has been already expressed by various Members that there are many Members who represent smaller parties. I am one of them. I represent the historic city of Hyderabad. I am sure, with you in the Chair, the Lok Sabha would really shine and India would really shine through lively debates in this august House.

I know that you had been called to the bar from Middle Temple. The barrister in you would not forget another barrister in me who has been called from Lincoln’s Inn. I request you that smaller parties may be given more time and opportunities to raise issues concerning the common man and in particular issues relating to the minorities.

I once again congratulate you.

SHRI P.C. THOMAS (MUVATTUPUZHA): I take this opportunity to congratulate you on your elevation as the Speaker of this august House.

With your long experience, your stature as a good statesman, your experience as a good Parliamentarian and one of the best Parliamentarians India has seen, I am sure that justice would be done to this House and also to the nation at large.

I come from Kerala and I come from a constituency where pineapples are grown. It is not spicy but it is very sweet. I would like to offer a sweet pineapple to you just now but I am sorry I would not be able to bring it here. I just want to highlight the issues of farmers. Pineapples, coconut and rubber are farm products of Kerala that are a little different from farm products which are grown elsewhere. So, we may be given opportunities to raise the issues of those farmers. I am sure that you are a person who has got common sense which is very uncommon nowadays. I am sure that you would be able to give opportunities to all sections of people to raise in this House all matters which are relevant.

I would also like to say that all my colleagues from Kerala are sitting on the other side. So, sometimes, you may have to look at me just to give me a little more chance to say a word of dissent.

I take this opportunity to congratulate you once again and also to pray to God that the experience you have would be of great help to all the Members of this House and to all the sections of this House.

SHRI K. FRANCIS GEORGE (IDUKKI): Sir, let me at the outset join all my respected elderly colleagues in the House to congratulate you on the assumption of the high office of the Speaker of the Lok Sabha.

Your smooth and unanimous election to this office shows more about the high esteem in which you are being held, cutting across party lines, along with the high traditions of our parliamentary democracy.

You have been a model in the House to seniors and juniors alike, especially in the way you have conducted yourself in the House, the cut and thrust you have given to Parliamentary debates and also the civility and decorum you have always brought into the House.

You have a very onerous task to perform. The people of this country expect the Fourteenth Lok Sabha to take several corrective steps, especially on the economic front. I am sure, you would be able to guide us and we hope that the Government would be taking corrective steps to help the agricultural and labour sectors in the country. The hon. Minister of Finance is sitting to my left. I hope, he would take corrective steps to help these crisis-ridden sectors of our country.

We have a lot of new Members in this House. We feel sorry for all our old friends who could not make it this time.

We have about 200 new Members and as Kumari Mayawati and some other hon. Members said here, I hope you will give chance to small parties and to new Members instead of taking a benign neglect policy like we had to face several times before. … (Interruptions)

So, Sir, once again, I take this opportunity to congratulate you. When I finally wish you, I can only say – I do not know how you will take it—let the Lord Almighty bless you abundantly in your personal life and also in your new Office to carry out your duties to the utmost satisfaction with unwavering impartiality, with poise and with glean to the satisfaction of all sections of this House.

SHRI SANSUMA KHUNGGUR BWISWMUTHIARY (KOKRAJHAR): Mr. Speaker, Sir, it is a proud privilege and a great honour for me to congratulate your honour on my own behalf and on behalf of several million people of Bodoland territory on your having been unanimously elected as the hon. Speaker of this august House and that too from our most neglected and backward North-East India. आप बंगाल से चुने हुए सांसद हैं। बोडोलैंड इलाका आपके प्रदेश से लगा हुआ है। आपसे मेरा विनम्र अनुरोध यही रहेगा कि हम जैसे बहुत पिछड़े इलाके से चुने हुए सांसदों को हमारी समस्याओं के बारे में, बोडोलैंड के मुद्दे के ऊपर, ट्राईबल लोगों के मुद्दे के ऊपर, पिछड़े लोगों के मुद्दे के ऊपर बातचीत करने के लिए आप हमें काफी मौका देंगे।

Sir, in the long run, I would like to appeal to your honour to help to include the Bodoland and other deserving regions in question also within the parameters of the terms and reference of the proposed Second States Reorganisation Commission as and when it is set up as per the CMP of the UPA Government at the Centre. The terms and the reference of the proposed Commission should not be confined only to the question of the creation of the Telangana State but should also include the region like Bodoland and others. This is my humble appeal.

Sir, once again, I would like to appeal to you to provide adequate time, scope and facilities to small Parties’ MPs, like me, to expose the untold tragedies and multifarious problems being faced by the downtrodden people of the whole country. मैं आखिर में आपको शुभकामनाएं देता हूं और बोडोलैंड जनता की तरफ से, कई लोगों की तरफ से आपको हजारों हार्दिक बधाई देता हूं।

MR. SPEAKER: Hon. Members, I am extremely thankful to you for unanimously electing me to the high office of the Speaker of this august House. I do not have words adequately to express my feelings for the great honour bestowed on me and I accept the same with all humility and gratitude. I am overwhelmed by the generous sentiments expressed for me by all sections of the House.

Today I cannot help remembering the day when I first entered this great Chamber in the year 1971 as a new Member and I must confess that I was overawed in the presence of giants and luminaries who added great lustre to the proceedings of the House. As a back bencher, I had the opportunity to listen to some of the great orations inside the House which inspired me to be worthy of the confidence reposed by the people by electing me to the House. I cannot also forget witnessing from the Visitors’ Gallery on occasions the proceedings in the House when my father, late Shri N.C. Chatterjee, was one of the Members. I had the great privilege of hearing some of the most inspiring interventions by, amongst others, Pandit Jawaharlal Nehru, Sardar Patel, Pandit Pant, Dr. Shyama Prasad Mukherjee, Shri N. C. Chatterjee, Prof. Hiren Mukherjee, Shri Nath Pai and many others. Please excuse me for the nostalgic feeling that I have on this occasion.

I am also grateful to the hon. Prime Minister for his kind reference to my father. I find his award of degree to him was well justified and he has more than proved his merit, and today I must congratulate him once again for occupying this position of high honour.

Hon. Members, the Fourteenth Lok Sabha has got the people’s mandate to usher in a new era. This is a unique responsibility bestowed on this august House. Our country has made progress in various fields since Independence. However, a lot more needs to be done for the benefit of the common people. We have to ensure that the creative potential and energies of our people are harnessed for fulfilling the hopes and aspirations of various sections of our society, particularly the deprived and the dispossessed, by providing a developing, pro-people and secular administration.

Lok Sabha is the highest elected body in the largest parliamentary democracy in the world and occupies the pivotal position in our political system. Our founding fathers, after considerable deliberations, decided to adopt the parliamentary system of governance with the Lok Sabha elected on adult franchise and the Council of Ministers responsible to the same. The people of India participate in the parliamentary process through their representatives in Lok Sabha. Members of Parliament who are elected on the basis of their pledge contained in their manifestoes are expected to articulate the urges and aspirations of the people, to discuss problems and issues facing the nation and to deliberate upon the formulation of national policies and programmes with a view to finding solutions to them. The very postulate of parliamentary democracy as is enshrined in our Constitution is the collective responsibility of Central Council of Ministers to the House of People. For every action of the Government it is liable to answer in this House.

This House represents all sections of our people with their very socio-cultural identities, ethos and genius, differences of ideas, interests, approaches and objectives as they are bound to arise during the deliberations in the House. As a strong integrating force in the country, this House, which is the people’s institution in the true sense of the term is called upon to resolve the various socio-political and economic problems faced by the people.

Even after more than five decades of Independence, in course of which we have celebrated the Golden Jubilee of our Parliament, a very substantial number of our people still face awesome problems and do not enjoy even the minimum rights which the Constitution, our organic law contemplates for them. Abysmal poverty, illiteracy, high child mortality, absence of adequate healthcare, lack of job opportunities, non-availability of pure drinking water in many areas, amongst others, are the problems which still haunt the common people and resulted in effective denial of the constitutional and indeed the basic human rights to our people.

The common people of our country, particularly the toiling sections, the workers, the peasants and the farmers, the Scheduled Castes and the Scheduled Tribes, the women and the minorities have not been able to fulfil their minimum needs. The condition of the working class in the country is still extremely uncertain with mounting unemployment figures. In such circumstances, I humbly feel that it is the bounden duty of us all, as Members of Parliament, to play a very active, responsible and effective role to meet the aspirations of the people.

The Parliament is constituted by the people. It has to deliberate upon and deal with the problems of the people and ultimately find their solutions for the people.

The Rules of business and procedure in Lok Sabha have been framed for the orderly conduct of its business and several avenues for obtaining redressal of the people’s grievances have also been provided in the rules. My appeal to all the hon. Members is to utilise these rules in a proper manner so that they can play an effective role as Members of this august House.

Nowadays considerable criticism is being faced by the Members of Parliament about their failure to maintain decorum and dignity in the House. The behaviour and conduct of some legislators have become subject of justified criticism and in some cases even of ridicule. Unfortunately, there is developing more and more an attitude of confrontation than cooperation in our political life which finds its reflection in the House. We should resolve to change this perception in the minds of the people by our own conduct, both inside and outside the House.

Hon. Members, I am fully conscious of the responsibility bestowed on me as the Speaker of this august House. The willing co-operation you have promised today on the floor of the House gives the strength to shoulder the great responsibility and prove myself worthy of the trust you have reposed in me. Conscious as I am of the responsibility that has been entrusted, I can assure you that I shall always endeavour to conduct the business of this House in keeping with the lofty ideals and noble goals enshrined in our great Constitution and in the Rules of Procedure and in tune with the highest parliamentary traditions.

I am fully aware that as the Speaker, my conduct and behaviour will always be under close scrutiny. Maintaining the high standards laid down by the distinguished predecessors starting from Shri Vithalbhai Patel, Shri G.V. Mavalankar up to Shri Manohar Joshi, I shall spare no effort to uphold and, if possible, further enhance the dignity and prestige of this high constitutional office in regulating the proceedings of this House and addressing the concerns of its Members.

I shall discharge my functions entrusted to this office more as a duty rather than as an authority. The non-party character of the office of the Speaker in our parliamentary polity places on me a special obligation to be totally non-partisan and judicious while regulating the proceedings of the House. So long as I occupy this exalted Chair, I assure you that I shall always strive to protect to the best of my ability the rights and privileges of the House and of its Members irrespective of their political affiliations.

Hon. Members, I can assure you that to me, all the hon. Members are of the same status and are entitled to the same facilities, irrespective of the party to which one may belong, and will be entitled to the same opportunity. The only status that I recognise is that all of you are elected and hon. Members of this great institution.

Pandit Jawaharlal Nehru had observed at a Seminar on Parliamentary Democracy held on 6th December, 1957 that:

"Deliberately and after long argument, we in India adopted a Constitution based on parliamentary Government. We praise the parliamentary form of Government because it is a peaceful method of dealing with problems. It is a method of agreement, discussion, decision and accepting the decision even though one may or may not agree with it. However, a minority in a parliamentary Government has a very important part to play. Naturally, the majority by the mere fact that it is majority must have its way. "Parliament should function through debate, discussion and consensus and it can only do so if the deliberations are marked by a sense of commitment to the cause of the people and the atmosphere in the House is kept free from bitterness and acrimony. Unless the rules, regulations and well-established parliamentary conventions are respected by each and every Member and unless the Members exhibit mutual accommodation and respect whenever there are differing points of view, our parliamentary democracy will remain imperfect. The Treasury Benches and the Opposition have equal responsibilities in ensuring good governance in the country. While discharging their parliamentary responsibilities, both sides are expected to be accommodating and forbearing to each other, particularly when contentious issues are debated on the floor of the House.

A Member of Parliament occupies a very high place in the eyes of the people. The effectiveness of the functioning of this House would depend to a great extent on how scrupulously we, the Members follow various rules and guidelines which are a prerequisite for the orderly transaction of parliamentary business. Here, I need hardly emphasise that the observance of discipline and decorum on the part of the Members is an essential pre-condition for the smooth and efficient functioning of the House. Besides the Rules of Procedure and Conduct of Business, there exist numerous customs and conventions, rules of parliamentary etiquette and unrecorded traditions, which have to be observed by every Member in the interest of parliamentary decorum. One need hardly emphasise that it is the quality of our behaviour and the substance of our deliberations that will decide whether we are able to enhance the prestige of this august House and promote faith in our parliamentary institution.

With many young faces making their debut in the Lok Sabha in the just concluded General Elections, this House has the benefit of utilising a pool of constructive energies together with experience of the senior Members in responding to the issues concerning the hopes and aspirations of the common masses.

I hope every newly elected Member will function with commitment and learn and follow the rules of the game and make valuable contributions to the proceedings of the House. May I suggest the newcomers may get themselves conversant with the established parliamentary traditions and conventions and learn to make full use of all their valuable procedural devices so that they may contribute effectively towards redressal of the people’s grievances.

The role of the media in providing an effective interface between the people and the Parliament cannot be overemphasised. I am fully confident that a responsible and adequate coverage of the proceedings of the House by the media will go a long way in projecting the right image of the supreme national forum. I seek a meaningful cooperation from the media.

I am grateful to the hon. Members for their warm expressions about me and for assuring me their unstinted cooperation. I express my grateful thanks to the hon. Prime Minister; hon. Leader of the House; Shrimati Sonia Gandhi; Shri Atal Bihari Vajpayee; hon. Leader of Opposition, Shri L. K. Advani; Leaders of various Parties; and other distinguished friends for the warm sentiments they have expressed about me. To run the House successfully, I look forward to your cooperation. On my part let me assure you once again that I shall endeavour my best to justify the trust that you have reposed in me and meet your expectations.

Let us all join our hands in heralding a new era of peace, progress and prosperity for our country through the discharge of our duty as the chosen representatives of the people. I earnestly seek your kind cooperation and help in the discharge of my onerous duty.

As a Leftist, as one belonging to the Left Party, friends on my left may be rest assured that I have a natural leaning towards the left. Let us resolve that we shall perform the task assigned to us to the best of our ability and with sincerity. We should ask ourselves when the House rises for the day every evening as to what we have done during the day for the country and for the people and whether we have justified the people’s faith in sending us here. Nothing will give us more satisfaction than the feeling that we have tried and done our best.
