Section 4(1) in Orissa Electrical/Mechanical/Telecommunication (Departmental and Professional Examination) Engineering Service Rules, 1957
(1)Subject to the provisions of Rule 8, an Engineer who does not pass the examinations within the period laid down in Rule 3 shall not be eligible to draw any annual increment of pay that may fall due.
