Section 28(1) in Himachal Pradesh Municipal Election Rules, 2015
(1)Any person, whose name is not included in the electoral roll, shall make an application in form-4 (in duplicate) to the Electoral Registration Officer for inclusion of his name in that electoral roll, and such application shall be accompanied by a fee of Rs. 50/- to be paid in cash against proper receipt :Provided that after the publication of the election programme under rule 35 such application shall be made not later than eight days before the last date for the filing of nomination papers.
