Section 21(1) in The Sikh Gurdwaras Committee Election Rules, 1959
(1)Every ballot-box shall be of such design as may be approved by the Commissioner, Gurdwara Elections, and shall be so constructed that ballot-papers can be inserted therein during the polling but cannot be withdrawn therefrom without the box being unlocked and the seals being broken.
