Section 13(4)(c) in The Orissa Veterinary Practitioners Rules, 1976

(c)if equal number of votes is secured by two or more nominees for the office of the Vice President may then make the election by not drawn in the manner as he thinks fit and the person so elected by the lot shall be declared as duly elected to the office of the Vice-President.
