Section 13(4) in The Orissa Veterinary Practitioners Rules, 1976
(4)If there be more than one person for the office of the Vice-President, the President shall proceed to take ballot in the following manner, namely:(a)a slip of paper shall be given to every member present who shall write on it the name of the person he votes for the office of the Vice-President. He shall then fold the slip and hand it over to the President;(b)the President then count the number of votes secured for each nominee and declare the member who secures the largest number of votes to be duly elected as Vice-President;(c)if equal number of votes is secured by two or more nominees for the office of the Vice President may then make the election by not drawn in the manner as he thinks fit and the person so elected by the lot shall be declared as duly elected to the office of the Vice-President.
