Section 50(1) in The Orissa Panchayat Samiti Election Rules, 1991
(1)If any question arises as to the interpretation of these rules the question shall be referred to the [Commissioner] [Substituted vide O.G.E. No. 1264 dated 15.11.1995.] for decision.
