Section 221(1) in The Punjab Panchayati Raj Act, 1994
(1)The State Government may, by notification, direct that any power exercisable by it under this Act, except the power to make rule, may also be exercisable by such officer as may be mentioned therein, in such cases and subject to such conditions, if any, as may be specified therein.
