(2)The procuring entity may decide, in the light of the circumstances of the given procurement, that the electronic reverse auction shall be preceded by an examination or evaluation of initial bids. In such case, the invitation to the auction shall, in addition to information specified in sub-rule (1) of this rule, include, -(a)an invitation to present initial bids, together with instructions for preparing initial bids; and(b)the manner, place and deadline for presenting initial bids.
