(5)Where the cost of standardised products bearing AGMARK or ISI mark of commodities available from or offered by producers' societies producers is comparatively higher than the market rate of similar products or commodities with reference to quality and terms of purchase, the Registrar may, by general or special order, permit the purchase of such other products or from such other sources subject to such conditions and restrictions as may be specified in this behalf.
