Section 4(2) in The Bombay Nursing Council (Reorganisation) Order, 1962.
(2)Until a competent authority makes any other provision in this behalf, the Government of Gujarat shall appoint a person as the Registrar of the Council established for the Bombay area of the State of Gujarat on such terms and conditions as it deems fit.
