Section 14(3)(xiv) in The Orissa Panchayat Samiti (Administration of Affairs) Rules, 1987

(xiv)function as the Officer-in-charge for all social welfare schemes and in particular shall make every endeavour so that pensions payable to the destitute aged and widows and disabled persons are paid to them punctually; and
