Section 13(1) in The Orissa Administrative Tribunal (Recruitment and Conditions of Service of Officers and Staff) Rules, 1999
(1)The Selection Committee shall prepare a list of candidates found suitable for appointment equivalent to the number of vacancies estimated and arrange their names in order of merit.
