Section 38(1) in The Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Orissa Rules, 1980
(1)The contractor shall provide to every migrant workman where the temperature falls below twenty degree centigrade protective clothing consisting of one woollen coat and one woollen trouser once in two years :Provided that where the temperature falls below five degree centigrade one woollen over coat shall also be provided to the migrant workman once in three years.
