(2)It extends to the whole of West Bengal, except the areas to which the provisions of-

(a)the Calcutta Municipal Corporation Act 1980, or

(b)the Darjeeling Gorkha Hill Council Act, 1988, or

any part of modification thereof, apply or may hereafter be applied.
