Section 33(3) in Rajasthan State Dental Council Rules, 2008
(3)Unless the President is of the opinion that a motion for closure is an abuse of the right of reasonable debate, he shall forthwith put a motion that the question be now put and if that motion is carried the substantive motion or amendment under debate shall put forthwith:Provided that the President may allow the mover of the substantive motion to exercise his right of reply before the substantive motion under debate is put.
