Section 42(3)(ii) in The Arms Rules, 1962

(ii)the arms or ammunition imported into, or intended to be despatched from India do not correspond with the description given in such list, the authorities concerned shall not allow the consignment to be despatched to Nepal and shall forthwith inform the Central Government.
