Section 49(2) in The West Bengal Primary Education Act, 1973
(2)Every meeting of the Primary School Council shall be convened by the Secretary to the Primary School Council under instructions of the Chairman:Provided that the Chairman shall, when required in writing by one-third of the members of the Primary School Council to convene a meeting, direct the Secretary to do so within seven days from the receipt of the requisition and if no meeting is convened within the said period the members aforesaid may convene a meeting after giving seven clear days' notice to the Chairman and other members of the Primary School Council.
