Section 5(a) in Veterinary Council Of India Regulation, 1991
(a)to make himself acquainted with such previous report on the facilities for teaching' existing at the veterinary college, hospital or other institution where veterinary education is given and with the qualifying examination or veterinary examination conducted by the University, Board, Veterinary institution which he is appointed to inspect, as the President may direct and with the remarks of the body conducting the examinations, the institutions authorities and observations of the Council thereon;
