77.
(1)No prosecution under' this, Act or the rules made thereunder shall be instituted except by an Inspector.(2)No court inferior to that of a Magistrate of the first class shall try any offence under' this Act or any rule made thereunder(3)Notwithstanding anything' contained in any law relating to the criminal procedure for the time being in force, all offences under this Act or rules made thereunder; may be tried summarily.
