Andhra Pradesh Grant of Permission for construction of a Building Fees Rules, 1998Published vide Notification No. G.O.Ms.No. 454, Panchayat Raj and Rural Development (Panchayats-IV), dated 31.10.1988Last Updated 22nd August, 2019Notification No. G.O.Ms.No. 454. - In exercise of the powers conferred by sub-section (1) of Section 268 read with sub-section (2) of Section 127 of the Andhra Pradesh Panchayat Raj Act, 1994 (Act No. 13 of 1994) and in supersession of the rules Issued in G.O.Ms.No. 345, Panchayat Raj and Rural Development Department, dt. 27-7-1972. The Governor of Andhra Pradesh hereby makes the following rules prescribing the procedure relating to rates and fees for building constructions and layouts in the Gram Panchayats.

1. Short Title.

- These rules may be called the Andhra Pradesh Grant of Permission for construction of a Building Fees Rules, 1998.

2. Fees.

- The Gram Panchayat shall have power to collect fees on the following items as specified below, namely:-

1. Lay-outs:  
(a) Gram Panchayats bordering Corporations/Cities (within theagglomeration of Urban Development Authorities) 25-per 10.00 Sqm.
(b) Gram Panchayats bordering Municipalities 15-per 10.00 Sqm.
(c) Major Gram Panchayats 10-per 10.00 Sqm.
(d) All other non-notified Gram Panchayats 5-per 10.00 Sqm.
2. Construction of Cellar Ground Floor andUpper Floor:    
(a) Terraced structure or part thereof20.00 10.00 Sqm.  
(b) Tiled, Zinc sheet roof etc., or part thereof 10.00 10.00 sqm.
(c) Huts or thatched structure or part thereof. 2.00 10.00Sqm.
3. Change of roof from Tiled, Zinc sheet orother sloped roofs to R.C.C. or Flat roof on existing walls. 10.00 10.00 sqm.
4. Change of roof from tatched roof to tile orany other sloped roof on existing -walls (except R.C.C. or Flatroof). 50% of the indicated in the item No. 2.
5. Renewal of permit with the sanctioned period 40% of the described fee for the above items.
(a) Renewal of permit without changing the plinth area ofearlier approved plan within six months. Free of cost
(b) Above six months 40% of the fee paid earlier
6. For Opening of: Rs.

(b) Windows and Ventilators 6.00 Each
(c) Gate 12.00 Each
(d) Rolling shutters for shops 50.00 Each
7. For Construction of:

(e) Bathroom 50.00 Each
(f) W.C. and Toilet 50.00 Each
(g) Well/Borewell 50.00 Each well

8. Building permits fees in an individual plotnot covered in approved layout but abutting to private or publicstreet.  
(a) Upto 1000 Sqm. 40.00 Sq.mt.
(b) Above 1000 Sqm. and part thereof for construction orreconstruction. 3.00 Sq.mt. in addition to 'a'
9. Construction of arcaded varandah, balconies,sunshades and pials within the parties site. 6.00 10 Sqm
10. Construction of Smoke Chimneys, Ovens orchullas (For residential houses). 50.00 Each.  
11. Construction of Commercial buildings likeshops, godowns, workshops, hotels. Cinema halls, store rooms andoffices (Except clubs and community halls). 20.00 Sqm. min. 150.
12. Public Utilities:  
(a) Construction of Petrol bunks, weigh bridges, and servicestations. 30.00 Sqm. Minimum Rs. 500.00
(b) Alteration and addition in the above constructions. 30.00 Sqm. Rs. 500.00 min.
13. Betterment charges for providing amenities 20.00 Sqm. (this is minimum and it varies asper condtitions).
14. Other Fees:  
(a) Building Application forms Rs. 10.00 Each
(b) Encroachment. Rs. 10.00 10 Sq. yds.
15. True Copies:  
(a) Village Map or I.L.U.P. Rs. 100.00 Each
(b) Approved layout copy Rs. 50.00 Each
(c) Approved building plan Rs. 50.00 Each

The above rates are subject to revision and review by the Government from time to time.
