Section 2(1)(x) in The Bangalore Metro Railway (General) Rules, 2011

(x)"certificate of competency" means the certificate issued to an employee of the Bangalore Metro Railway after he has been examined for his knowledge of rules, regulations, procedures and manuals relevant to his duties and found fit;
