Section 62(2) in The Rajasthan Municipalities Accounts Rules, 1963
(2)When an increment claimed operates to carry a Municipal servant over an efficiency bar, it must be supported by a declaration from the authority empowered to allow the increment that it has satisfied itself that the Municipal servant concerned is to fit to cross the bar.
