40. Notice of nominations.
- The Returning Officer shall, on receiving the nomination papers under sub-rule(2) of rule 38, enter on the nomination papers it's serial number and shall sign thereon a certificate stating the date on which and the hour at which, the nomination paper has been delivered to him. A notice of nominations in form-21 containing description similar to those contained in the nomination papers both of the candidate and his proposer shall be affixed in some conspicuous place in his office,
