(1)The Secretary or any person authorised by him in this behalf may enter any factory or workshop or workplace-(a)at any time between sunrise and sunset;(b)at any time when an industry is being carried on; and(c)at any time by day or by night, if he has reason to believe that the provision under section 448 or section 449 are being violated.
