13. Budget.
- The Committee shall annually hold a special meeting during the first week of December, to prepare a budget of income and expenditure for the ensuing year. The budget shall be submitted to the Secretary of the Board not later than 25th December for approval of the Board. An abstracted account of receipts and expenditure of the previous financial year shall be submitted to the Secretary of the Board not later than 1st June. No expenditure shall be incurred for which there is no sanctioned budget provision unless it can be met from the saving from other heads to be located for re-appropriation with the approval of the Board or its delegates.
