Section 5(5)(5) in Jharkhand State Electricity Regulatory Commission (Electricity Supply Code) Regulations, 2015

5.2.2The Distribution Licensee shall meet the cost for strengthening / up-gradation of the system to meet the demand of the existing consumers through its annual revenues or funds arranged by the Distribution Licensee and this cost shall be recovered from the consumers through tariff.
