Section 14(1) in Andhra Pradesh Cotton Seeds (Regulation of Supply, Distribution, Sale and Fixation of Sale Price) Rules, 2007
(1)Every person desiring to store and sell cotton seeds within a district shall require to obtain district level certificate of registration, where as storage and selling of cotton seeds in more than one district, production of cotton seeds; processing and packing of cotton seeds; importing or exporting of cotton seeds shall require to obtain state level certificate of registration.
