Section 3(j) in The U.P. Subordinate (Co-operative and Panchayat) Audit Service Rules, 1980
(j)"Member of the Service" means a person appointed in a substantive capacity under the provisions of these rules or of the rules and orders in force prior to the commencement of these rules to a post in the cadre of the service;
