Section 12(4) in The West Bengal State Council Of Vocational Education And Training Act, 2005.
(4)Subject to the general control and supervision of the President, the Secretary shall be-(a)the principal administrative officer of the Council,(b)entitled to attend and speak at any meeting of the Council, and(c)entitled to vote.
