12.
(1)The Commission may delegate its functions to Officers on terms and conditions the Commission may specify for the purpose, including functions that may be required by these Regulations to be exercised by the Secretary.(2)The Secretary may, with the approval of the Commission, delegate to any Officer any function required by these Regulations or otherwise to be exercised by the Secretary.(3)In the absence of the Secretary, such other Officer of the Commission as may be designated by the Chairman may exercise the functions of the Secretary.
