When a closed season is declared by the State Government in any water no person other than the residents of neighbouring villagers may fish in such water during the period so declared unless he is in possession of a valid licence issued by and on such conditions as may be fixed by the Director of Fisheries, Assam :Provided that the neighbouring villagers may fish only with rod and line, hand line or jokai for their own consumption only.
